CM OF <br />R-1 'V E RS 1 D E <br />Cit f ilrts nnovarion City Council Memorandum <br />TO: HONORABLE MAYOR AND CITY COUNCIL <br />FROM: DEVELOPMENT DEPARTMENT <br />DATE: July 26, 2011 <br />ITEM NO: 35 <br />WARD: 6 <br />SUBJECT: ADOPTION OF THE RELOCATION PLAN PREPARED FOR THE TYLER STREET <br />WIDENING PROJECT, HOLE TO WELLS AVENUES — LA SIERRA /ARLANZA <br />AREA <br />ISSUE <br />The issue before the City Council is whether to adopt the attached Relocation Plan (Plan - Exhibit <br />A) for the Tyler Street Widening Project (Project). <br />RECOMMENDATION <br />That the City Council adopt the Relocation Plan for the Project. <br />BACKGROUND <br />The City Council approved the Project to widen approximately one mile of Tyler Street between <br />Hole and Wells Avenue on December 8, 2009. The Project budget was approved on June 10, <br />2008; funding sources are the revenues generated from the State Gas Tax and Measure A Sales <br />Tax. Planned improvements include asphalt paving, concrete curb, gutter and sidewalk, median <br />landscaping, storm drain modifications, streetlight installation, traffic signal modifications and utility <br />relocations. <br />The Project requires the full acquisition of six (6) parcels, the partial acquisition of permanent and /or <br />temporary easements on fifty -one (51) parcels, and the relocation of twelve (12) residential <br />occupants and two (2) commercial tenants ( displacees). <br />Pursuant to statutes and regulations established by the Uniform Relocation Assistance and Real <br />Property Acquisition Policies Act of 1970, as amended (URA), 49 CFR Part 24, and California Code <br />of Regulations at Title 25, Division 1, Chapter 6, the City, through its consultant, Romo Acquisition <br />and Relocation Services (Romo), prepared a Relocation Plan to address the displacements caused <br />by the Project. <br />The Plan reports the findings of Romo in assessing the circumstances and needs of the affected <br />displacees and the availability of residential and commercial replacement properties. It also <br />summarizes the manner by which mandatory procedures will be followed to assure that relocation <br />benefits are made available to eligible displacees and that they will be fully informed of the nature of <br />the procedures for obtaining relocation assistance and benefits. <br />35 -1 <br />
