City Council Memorandum <br />TO: HONORABLE MAYOR AND CITY COUNCILDATE: July 26, 2011 <br />FROM: FIRE DEPARTMENT ITEM NO: <br />WARD: ALL <br />SUBJECT: APPROVAL OF THE APPLICATION AND RESOLUTION TO DESIGNATE <br />AUTHORIZED AGENTS FOR REQUESTING FEDERAL AND STATE <br />FINANCIAL DISASTER ASSISTANCE TO THE CALIFORNIA EMERGENCY <br />MANAGEMENT AGENCY <br />ISSUE: <br />The issue for City Council consideration is approval to designate authorized agents with the <br />California Emergency Management Agency (CalEMA) for the purpose of obtaining certain federal <br />and state financial assistance for disaster recovery. <br />RECOMMENDATIONS: <br />That the City Council: <br />1. Authorize submittal of the application with the designated authorized agents to the California <br />Emergency Management Agency for all matters pertaining to such state disaster assistance <br />the assurances and agreements required for Disaster Recovery Public Assistance. <br />2. Adopt the attached Resolution and authorize the Assistant City Manager, the Fire Chief and <br />the Emergency Operations Manager to execute for and on behalf of the City of Riverside <br />for the purpose of obtaining Disaster Recovery Public Assistance. <br />BACKGROUND: <br />In order to proceed with current and future requests for cost recovery from California Emergency <br />Management Agency (CalEMA) and the Federal Emergency Management Agency (FEMA), the City <br />must redesignate the titles of the City’s Authorized Agents. California requires the City to <br />redesignate every three(3) years. The Authorized Agents serve to execute, for and on behalf of the <br />City, applications to obtain certain federal assistance under P.L. 93-288 as amended by the Robert <br />T. Stafford Disaster Relief and Emergency Assistance Act of 1988, and state financial assistance <br />under the California Disaster Act. The attached Resolution would serve as a recorded file <br />designating the “authorized agent” to execute the applications for the cost recovery agreements <br />between the City and CalEMA or FEMA. This recorded file is required to receive cost recovery for <br />the current and future disasters beginning on December 17, 2010 and ending on December 17, <br />
