Third AmendmentPage 2 <br />In light of the above issues and concern, the City Council is presented with an amendment to <br />Chapter 10.16 and the addition of a new Chapter 10.17 to more specifically regulate and permit <br />curb address painting. The principle elements of the ordinance are as follows: <br /> Curb address painting is permitted with the prior written consent of the owner or a <br />person in lawful control of the property. <br /> No request shall be made that any payment for services rendered be made prior to <br />completion of the work. <br /> The written consent shall state the name, street address, telephone number, and <br />business tax certificate number of the contractor. <br /> The contractor or person performing the service shall be required to have a business <br />tax <br /> certificate from the City. <br /> The contractor or person performing the service shall comply with all applicable state <br />and local laws, including the prohibition on false or misleading statements related to <br />the solicitation for curb address painting and the prohibition on solicitation before 8:00 <br />a.m. and after 9:00 p.m. <br />FISCAL IMPACT: <br />It is anticipated that there will be no adverse fiscal impact to the City of Riverside as a result of <br />the proposed ordinance. <br />Prepared by: Gregory P.
