Third AmendmentPage 2
In light of the above issues and concern, the City Council is presented with an amendment to
Chapter 10.16 and the addition of a new Chapter 10.17 to more specifically regulate and permit
curb address painting. The principle elements of the ordinance are as follows:
Curb address painting is permitted with the prior written consent of the owner or a
person in lawful control of the property.
No request shall be made that any payment for services rendered be made prior to
completion of the work.
The written consent shall state the name, street address, telephone number, and
business tax certificate number of the contractor.
The contractor or person performing the service shall be required to have a business
tax
certificate from the City.
The contractor or person performing the service shall comply with all applicable state
and local laws, including the prohibition on false or misleading statements related to
the solicitation for curb address painting and the prohibition on solicitation before 8:00
a.m. and after 9:00 p.m.
FISCAL IMPACT:
It is anticipated that there will be no adverse fiscal impact to the City of Riverside as a result of
the proposed ordinance.
Prepared by: Gregory P.
