Authorize and direct the Traffic Engineer to revise the specific pages of the Master Parking <br />Schedule necessary to incorporate the amendment and distribute the revised pages to the <br />appropriate personnel with directions to delete the amended pages and insert the revised <br />pages in the appropriate tables. <br />COMMISSION RECOMMENDATIONS <br />On March 2, 2011, the Parking, Traffic and Streets (PT &S) Commission met to review this matter; <br />six (6) of nine (9) members were present. The Commission voted unanimously to continue the <br />matter and requested the Public Works Department evaluate alternatives and present additional <br />information at an upcoming meeting. <br />On April 6, 2011 the PT &S Commission revisited this matter; seven (7) of nine (9) members were <br />present. The Commission voted five (5) to two (2) in favor of the recommended revised PPZ <br />restrictions to be in force only Monday thru Friday between the hours of 4:00 p.m. to 6:00 a.m. and <br />Saturday and Sunday between the hours of 5:00 p.m. to 9:00 a.m. <br />BACKGROUND <br />On March 2, 2011, the PT &S Commission reviewed this issue and voted to continue the proposal <br />requesting that the Public Works Department explore other alternatives and present findings at an <br />upcoming meeting. <br />The Public Works Department reviewed the following options presented by PT &S Commissioners: <br />— Conversion of streets to one -way: This alternative does not address area parking issues. <br />— Implementation as a pilot program: Recommendation is for establishment of zones on one <br />side of the eight (8) proposed street segments as a first phase of the program. Success of <br />the first phase pilot area would determine if expansion of the program into adjacent blocks <br />may be beneficial. <br />— Parking Displacement: The Public Works Department reviewed the various streets and <br />parking occupancy and determined there is sufficient parking for patrons and PPZ based on <br />field observations. <br />Based upon further evaluation, the Public Works Department recommended the PPZs as originally <br />proposed. The original proposal was deemed the best alternative to accommodate both residents <br />and park patrons, allowing for open parking for all motorists including residents, guests and park <br />patrons on one side of the street. The Public Works Department returned to the PT &S Commission <br />to review evaluation results and request reconsideration of the proposal. <br />On April 6, 2011, the PT &S Commission revisited the proposal and heard additional public <br />comments. Residents in support of the PPZs expressed concerns regarding declining quality of life <br />stemming from increased use of Mt. Rubidoux and resulting escalations in on- street parking, traffic, <br />debris, broken sprinklers, vehicle break -ins, etc. These residents feel that the proposal was a <br />compromise that would provide some relief to the nearby residential neighborhoods while providing <br />parking on one side of the street for park patrons. <br />32 -2 <br />
