Measure II — Passage of this measure requires no follow up steps at this time as it mirrors the <br />existing legislative action which created the Community Police Review Commission. <br />Measure JJ — The City Attorney's Office will draft the implementing ordinance which will allow mail - <br />ballot elections for bonded indebtedness and sale of bonds by competitive or negotiated sale. <br />Measure KK — The City Attorney's Office will draft and present to the City Council implementing <br />ordinances relative to bidder's security for public works projects and design -build procurement for <br />public works projects. <br />Measure LL — Beginning with the audit for the Fiscal Year beginning July 1, 2009, and every five <br />years thereafter, the Finance Director will issue a Request for Proposals to select a new <br />independent auditor. <br />Measure MM — The Board of Public Utilities will now award contracts for public utilities public works <br />projects, purchases of equipment, materials, supplies, and goods and services, in accordance with <br />the Budget approved by the City Council, and forward contracts for execution by the City Manager. <br />Further, the Public Utilities Director will execute contracts performed at the request and expense of <br />customers without Board or City Council approval. The Board will formulate and forward rules for <br />approval of such contracts to the City Council. Thirdly, the Public Utilities Directorwill negotiate and <br />execute individualized contracts for large customers in accordance with rates established by the <br />Board and approved by the City Council. <br />FISCAL IMPACT <br />There is no direct fiscal impact to the City, other than purchase of audio recording equipment for <br />closed sessions which can be absorbed within budgeted funds. <br />ALTERNATIVES <br />The City Council must implement these measures as voted upon by the electorate. The City <br />Council may wish to refer additional matters or select alternative Committees for consideration of <br />implementation plans. <br />RECOMMENDATIONS <br />That the City Council: <br />1. Receive and file this report; <br />2. Direct the City Clerk to codify and forward approved Charter amendments to the Secretary <br />of State upon certification of election results; <br />3. Direct the City Manager, City Clerk, and City Attorney to execute the above implementation <br />steps as identified; <br />
