CITY OF RIVERSIDE <br />CITY COUNCIL MEMORANDUM <br />People Serving <br />People <br />Riverside <br />bcoxg <br />All- A pa City <br />I. <br />1 6 998 <br />HONORABLE MAYOR AND CITY COUNCIL DATE: November 9, 2004 <br />SUBJECT: IMPACTS OF CHARTER AMENDMENTS <br />BACKGROUND <br />On November 2, 2004, Riverside's electors approved twelve Charter amendment measures. The <br />implementation and impacts of those measures are discussed below: <br />Measure BB —The language correcting minor typographical errors and addition of the Preamble will <br />be codified by the City Clerk's Office in the reprinting of the Charter. <br />Measure CC — This measure will require the posting of agendas and recording of minutes for ad <br />hoc committees created by the City Council or other bodies created by the Mayor and that they be <br />open to the public. The affected Department will provide staffing to accommodate compliance. <br />The City Attorney and City Clerk will provide training to Departments to ensure familiarity with <br />required procedures. The City Clerk will immediately commence audio recording of closed <br />sessions and confidentially retain such recordings for two years. <br />Measure DD - This measure requires a Code of Ethics be adopted within six months. Staff <br />recommends referral of this matter to the City Council Governmental Affairs Committee to make <br />recommendations to the City Council on the process for drafting of the Code of Ethics. <br />Measure EE — Beginning in January of 2005, and every odd - numbered year thereafter, the City <br />Manager shall agendize consideration of Mayor and City Councilmembers salaries. <br />Measure FF — Following the November 2005 election and /or January 2006 runoff, and every <br />reorganization thereafter, the Mayor shall make appointment of Chairs to the City Council Standing <br />Committees. Appointment of vice- chairs and members will subsequently be agendized for City <br />Council action. <br />Measure GG — Not one of the City boards and commissions currently has members representing <br />each of the seven City Council Wards. Staff recommends referral of this matter to the Mayor's <br />Nominating and Screening Committee to formulate an implementation plan. <br />Measure HH — Passage of this measure enables the Youth Council to be renamed the Youth <br />Commission. The City Attorney will prepare a resolution proposing the name change. This <br />measure further enables youth representation on all current City boards and commissions. As this <br />issue is related to the provisions of Measure GG, staff recommends referral to the Mayor's <br />Nominating and Screening Committee to determine which boards /commissions, if any, are <br />appropriate for the addition of youth members. <br />
