Gould Avenue and Gramercy Place Street Improvements Page 2 BACKGROUND The proposed Gould Avenue and Gramercy Place street improvements (Improvements) consist of the construction of missing sidewalk, wheelchair ramps, and driveway approaches, and reconstruction of curb, gutter, and driveways on Gould Avenue between Jones and Crest Avenues (a distance of approximately 2,300 feet), as well as minor storm drain improvements at the intersection of Gould and Crest Avenues. The construction on Gould Avenue will require acquisition of minor right-of-way corner cuts from three corner parcels. The Improvements also include construction of street widening, curb, gutter, driveway approaches and minor storm drain improvements on the north side of Gramercy Place, from approximately 600 feet easterly of Jones Avenue to 400 feet westerly of Tyler Street. The construction on Gramercy Place will require right-of-way acquisition from two parcels. The first phase of the Improvements is estimated to cost $100,000 and involves planning, engineering design, environmental assessment work, and right-of-way acquisitions. Upon conclusion of the design phase, staff will return to the City Council and Agency with the second phase of the Improvements, which will include the bid award for construction of the Improvements and associated budget appropriation. The Improvements are within the La Sierra/Arlanza Redevelopment Project Area. Pursuant to Health and Safety Code Section 33445, the City and Redevelopment Agency are required to adopt resolutions making certain findings regarding right-of-way acquisition, construction, and installation of public improvements using Redevelopment funds. The Improvements will improve traffic circulation and safety for vehicular and pedestrian traffic, thus, eliminating blight in the Project Area. The Public Works Department concurs with the recommendation to transfer Agency funds for the planning, engineering design, environmental assessment, right-of-way acquisitions, and related services for the proposed Improvements in the Project Area. FISCAL IMPACT The cost to complete the first phase of the Improvements is $100,000. Adequate funds are available in the La Sierra/Arlanza 2007 Unprogrammed Tax-Exempt Account Number 9811279- 440446.
