Gould Avenue and Gramercy Place Street Improvements Page 2 <br />BACKGROUND <br />The proposed Gould Avenue and Gramercy Place street improvements (Improvements) consist <br />of the construction of missing sidewalk, wheelchair ramps, and driveway approaches, and <br />reconstruction of curb, gutter, and driveways on Gould Avenue between Jones and Crest <br />Avenues (a distance of approximately 2,300 feet), as well as minor storm drain improvements at <br />the intersection of Gould and Crest Avenues. The construction on Gould Avenue will require <br />acquisition of minor right-of-way corner cuts from three corner parcels. <br />The Improvements also include construction of street widening, curb, gutter, driveway <br />approaches and minor storm drain improvements on the north side of Gramercy Place, from <br />approximately 600 feet easterly of Jones Avenue to 400 feet westerly of Tyler Street. The <br />construction on Gramercy Place will require right-of-way acquisition from two parcels. <br />The first phase of the Improvements is estimated to cost $100,000 and involves planning, <br />engineering design, environmental assessment work, and right-of-way acquisitions. <br />Upon conclusion of the design phase, staff will return to the City Council and Agency with the <br />second phase of the Improvements, which will include the bid award for construction of the <br />Improvements and associated budget appropriation. <br />The Improvements are within the La Sierra/Arlanza Redevelopment Project Area. Pursuant to <br />Health and Safety Code Section 33445, the City and Redevelopment Agency are required to <br />adopt resolutions making certain findings regarding right-of-way acquisition, construction, and <br />installation of public improvements using Redevelopment funds. The Improvements will improve <br />traffic circulation and safety for vehicular and pedestrian traffic, thus, eliminating blight in the <br />Project Area. <br />The Public Works Department concurs with the recommendation to transfer Agency funds for the <br />planning, engineering design, environmental assessment, right-of-way acquisitions, and related <br />services for the proposed Improvements in the Project Area. <br />FISCAL IMPACT <br />The cost to complete the first phase of the Improvements is $100,000.
