Exhibit 1 <br />SSMP Elements & Highlights <br />The following information provides a summary of each of the 11 SSMP elements <br />and highlights key initiatives being completed: <br />SSMP Goals <br />The SSMP has been developed with 5 primary goals and objectives to ensure for <br />the reliable operation, maintenance, repair and replacement of the City's <br />collection system. <br />• Reduce sanitary sewer overflows; <br />• Effective management, operation, maintenance and improvement of the <br />sewer collection system infrastructure; <br />• Provide complete and timely notifications and reports of all SSOs; <br />• Appropriately mitigate effects of SSOs; and <br />• Conduct public outreach to increase awareness of the City SSMP and <br />wastewater collection system. <br />Organization <br />This element lists the Public Works Department staff responsible for <br />implementation and oversight of the SSMP. <br />Legal Authority <br />The City's legal authority is contained in several documents and municipal codes <br />that enable designated personnel to protect the wastewater collection system <br />against harmful discharges or activities. <br />• City of Riverside Municipal Code (RMC) Title 14— Public Utilities; Chapter <br />14.12, Discharges of Wastes into the Public Sewer and Storm Drain <br />System. The RMC prohibits and sets the authority to prohibit illicit <br />discharges to the sewer. In addition, the RMC establishes guidance on <br />enforcement actions available for violations; <br />• Public Works Department's standard drawings for construction, <br />Greenbook standard specifications for public works construction and <br />Uniform Plumbing Code. These documents outline the criteria for sewer <br />line construction and connections; and <br />• City private property easements to ensure access for wastewater <br />collection infrastructure inspection, maintenance and repair. <br />53 -3 <br />
