City Council Memorandum <br />..................................................................................... .................................................................................................. <br />TO: HONORABLE MAYOR AND CITY COUNCIL <br />FROM: PUBLIC WORKS DEPARTMENT <br />DATE: July 14, 2009 <br />ITEM NO: 53 <br />WARDS: ALL <br />SUBJECT: RIVERSIDE WATER QUALITY CONTROL PLANT (WQCP)— APPROVAL OF <br />SEWER SYSTEM MANAGEMENT PLAN (SSMP) AND RESOLUTION <br />ISSUES <br />The issues for City Council consideration are: 1) approval of the Sewer System Management Plan <br />(SSMP); and 2) adoption of a resolution accepting the SSMP. <br />RECOMMENDATIONS <br />That the City Council: <br />1. Approve the Sewer System Management Plan (SSMP); and <br />2. Adopt the attached resolution for the Sanitary Sewer System Management Plan. <br />BACKGROUND <br />The Public Works Department is responsible for the collection and treatment of wastewater <br />generated within the City of Riverside and the communities of Edgemont, Highgrove, Jurupa and <br />Rubidoux. The collection system encompasses about 820 miles of wastewater collection lines, <br />15,000 sewer manholes, and 18 wastewater lift- stations. Wastewater treatment is carried out at the <br />Riverside Regional Water Quality Control Plant (WQCP) which has a designed capacity of 40 <br />million gallons per day. <br />The City has established various programs to ensure for the reliable operation, maintenance, repair <br />and replacement of the City's collection system. The main goal is to proactively manage the <br />collection system infrastructure and provide for the effective transport and treatment of wastewater. <br />A primary objective is to reduce sanitary sewer overflows (SSOs) that may occur and cause a threat <br />to public health and the environment. <br />In May 2006, the SWRCB adopted the Statewide General Waste Discharge Requirements for <br />Sanitary Sewer Systems (Order No. 2006 - 0003 -DWQ). The Sanitary Sewer System Order requires <br />any publicly -owned agency with more than one mile of sanitary sewer lines connected to a publicly - <br />owned treatment facility, including the City of Riverside, to enroll for coverage under the Sanitary <br />Sewer System Order, develop and implement a SSMP, and report all SSOs to the California <br />Integrated Water Quality System (CIWQS). <br />53 -1 <br />
