CSCRC •P(1ge 2 <br />On June 27, 2006, the City Council approved an agreement with CSCRC for the retrieval of <br />abandoned shopping carts for the period of July 1, 2006 through June 30, 2007 following a <br />competitive selection process. On June 24, 2007, the City Council approved the First Amendment <br />to the agreement which extended the contract term through June 30, 2009 and incorporated <br />designated collection routes and performance standards. <br />The City benefits by utilizing a contractor for cart retrieval services in many ways. Notably CSCRC <br />is more efficient and effective than City provided service. The City previously used staff from the <br />Trash Mitigation Crew in this role. The functions of the Mitigation Crew are broad (clean up illegal <br />dumping, litter and palm frond removal, on and off-ramp clean up) and did not focus on cart <br />retrieval. Due to equipment and time limitations, Mitigation Crew stored abandoned carts at the <br />Corporation Yard instead of returning them to retailers. <br />Further, contracting with CSCRC allows for proactive rather than reactive cart retrieval. Prior to the <br />agreement with CSCRC, the City would respond to calls about abandoned carts. CSCRC ensures <br />that retrieval personnel adhere to the specified retrieval routes and the heaviest cart locations are <br />addressed multiple times per day. In addition, CSCRC personnel work seven days a week including <br />evenings to provide cart retrieval services. City forces only worked week days. <br />Service provided by CSCRC has been satisfactorily measured by customer satisfaction and a <br />reduction in calls to Call Center and Public Works Department. Based on this, the Public Works <br />Department recommends approval of a new Agreement from July 1, 2009 through June 30, 2011, <br />which includes enhanced service delivery. <br />Of the 98 identified retailers within the City of Riverside providing shopping carts to customers, 47 <br />(48%) contract with the City of Riverside for retrieval services.
