1 <br /> <br /> 2 <br /> <br /> 3 <br /> <br /> 4 <br /> <br /> 5 <br /> <br /> 6 <br /> <br /> 7 <br /> <br /> 8 <br /> <br /> 9 <br /> <br />10 <br /> <br />11 <br /> <br />12 <br /> <br />13 <br /> <br />14 <br /> <br />15 <br /> <br />16 <br /> <br />17 <br /> <br />18 <br /> <br />19 <br /> <br /> 20 <br /> <br />21 <br /> <br />22 <br /> <br />23 <br /> <br /> 24 <br /> <br />25 <br /> <br />26 <br /> <br /> 27 <br /> <br />28 <br /> <br />29' <br /> <br />30 <br /> <br />31 <br /> <br />32 <br /> <br />CITY ATTORNEY <br />RIVERSIDE <br /> CALl FORNIA <br /> <br /> RESOLUTION NO. 14242 <br /> <br /> A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF <br /> RIVERSIDE, CALIFORNIA SUPPORTING THE PROPOSED <br /> IMPLEMENTATION PRIOR TO DECEMBER 31, 1982, OF <br /> "REASONABLY AVAILABLE CONTROL MEASURES" OF THE <br /> SOUTH COAST AIR QUALITY MANAGEMENT PLAN <br /> <br /> WHEREAS, the Federal Clean Air Act (42 U.S.C. 740.1, et <br />seq.) seeks to develop a cooperative federal, state, regional <br />and local government program to prevent and control air pollution <br />in order to protect and enhance the quality of the nation's air <br />resources so as to promote the public health and welfare of <br />its population; and <br /> <br /> WHEREAS, pursuant to Section 172(a) (1) of the Clean <br /> <br />Air Act, as amended, the Southern California Association of <br />Governments (SCAG) and the South Coast Air Quality Management <br />District (SCAQMD) have prepared an Air Quality Management Plan <br /> <br />(AQMP) for the South Coast Air Basin with the assistance of the <br />counties of Los Angeles, Orange, Riverside, San Bernardino, and <br />the City of Los Angeles, the San Bernardino Associated Govern- <br />ments, and the State of California Air Resources Board (ARB); and <br /> <br /> WHEREAS, the AQMP was adopted by SCAG on January 25, <br /> <br />1979, by the SCAQMD on January 26, 1979, and ~as conditionally <br />approved by the ARB on May 10, 1979, and was forwarded to the <br />Federal Environmental Protection Agency on July 25, 1979, in <br />compliance with Section ll0(a) (1) of the Clean Air Act; and <br /> <br /> WHEREAS, the Clean Air Act of 1977 allows for an <br />extension in the deadlines for attaining national air quality <br />standards from 1982 to 1987 if all "reasonably available control <br />measures"(RACMS) are implemented before December 31, 1982, and <br />in the event these measures are not implemented by this date, <br />empowers EPA to impose economic sanctions which could potentially <br />cost the region billions of dollars in federal transportation <br />and sewer construction grants; and <br /> <br /> WHEREAS, in order to avoid such federal economic sanctions <br /> <br /> <br />
