City Council Memorandum <br />TO: HONORABLE MAYOR AND CITY COUNCIL DATE: July 14, 2009 <br />FROM: COMMUNITY DEVELOPMENT DEPARTMENT ITEM NO: 1 <br />PLANNING DIVISION <br />WARD: 5 <br />SUBJECT: PLANNING CASES P09 -0205 (TPMM) AND P09 -0206 (VC) — TRAFFIC <br />PATTERN MODIFICATION MEASURES AT THE INTERSECTION OF <br />DUFFERIN AVENUE AND STEWART STREET, AND VACATION OF <br />PORTIONS OF DUFFERIN AVENUE BETWEEN STEWART STREET AND <br />McALLISTER PARKWAY <br />ISSUE <br />To consider a proposal by the City of Riverside Public Works Department to implement traffic <br />pattern modification measures on Dufferin Avenue at its terminus with McAllister Parkway; and <br />to vacate portions of Dufferin Avenue, between Stewart Street and McAllister Parkway. <br />Proposed modifications include the construction of a permanent "knuckle" at the intersection of <br />Dufferin Avenue and Stewart Street and the creation of an access easement through the <br />vacated portion of the street for pedestrians, bicyclists and emergency and utility access. <br />RECOMMENDATIONS <br />That the City Council: <br />1. Determine that the proposed project will not have a significant effect on the environment <br />based upon the findings set forth in the case records and adopt a Negative Declaration; <br />and <br />2. Adopt the attached Resolution, thereby approving Planning Cases P09 -0205 and P09- <br />0206, pursuant to the findings found in the attached resolution and subject to the <br />recommended conditions of approval. <br />STAFF /PLANNING COMMISSION RECOMMENDATIONS <br />Staff recommended approval of Planning Cases P09 -0205 and P09 -0206 to the City Planning <br />Commission, subject to the recommended conditions of approval. On May 7, 2009, the City <br />Planning Commission unanimously recommended approval of Planning Cases P09 -0205 and <br />P09 -0206 by a vote of 5 ayes and 0 noes (4 absent), subject to the conditions of approval. In <br />addition, the Planning Commission recommended that the City Council request staff to explore <br />the possibility of implementing additional traffic calming measures through out the Greenbelt in <br />the near future. <br />1 -1 <br />
