b. The measures Nwill not unreasonably inteifere with general traffic circulation via the <br />public rights-of-ivay designated as major and secondary streets in the Circulation and <br />Community Mobility Element of the General Plan: <br />c. There is sufficient evidence to indicate that one or more of these conditions exist: <br />An abnormally high percentage of traffic is unrelated to the local neighborhood <br />and is inerely passing through (Based on studies conducted by the Public `Forks <br />Department, at least half of the vehicle trips were generated by cut-through traffic, <br />and not from the residents living along Dufferin Avenue or Stewart Street. <br />Furthermore, pedestrian access between McAllister Park-,vay and Dufferin <br />Avenue will be retained by a future recommended trail connection along the <br />southernmost, unimproved portion of Stewart Street. <br />- Street design or conditions permit excessive vehicular speeds <br />- There are arterial roadways in the vicinity (McAllister Parkway and La Sierra <br />Avenue) that will continue to provide access to the general public and will be the <br />basis for a neighborhood circulation pattern that u°ill preserve the unique <br />character of adjacent properties in the Arlington Heights Greenbelt, to encourage <br />pedestrian, equestrian and non-motorized vehicular traffic and to discourage <br />crime, noise, air pollution, and other hazards to public safety and welfare within <br />the Greenbelt, <br />d. The measures Awill not unreasonably restrict access to adjacent properties nor impair the <br />constitutionally guaranteed rights of any individual or group, as the project entails the <br />construction of new driveway approaches at the proposed knuckle of Dufferin Avenue <br />and Ste,,wart Street to allow the three existing properties on Dufferin Avenue (10490, <br />10507, and 10510 Dufferin avenue) continued access to and from Dufferinn Avenue. <br />additionally, arterial roadways in the vicinity (McAllister Parkway and La Sierra <br />avenue) will continue to provide access with greater vehicle carrying capacity to other <br />areas in the City. Finally, this project is compatible with and supports the intent of both <br />Proposition R and Measure C by limiting cut-through traffic within the Arlington Heights <br />Greenbelt, <br />e. The measures will not create an unacceptable internal circulation system characterized by <br />any excessively long dead-end or cul-de-sac streets, poor aesthetics, poor drainage, <br />difficult maintenance requirements, or poor street geonnetry, as the overall proposed <br />design concept is consistent with City standards; <br />f Based on the facts contained in this staff report, substantial evidence exists to support the <br />conclusion that Dufferin Avenue, between Stewart Street and McAllister Nfkway, is no <br />longer needed for vehicular or pedestrian traffic and is unnecessary for present or future <br />public use: <br />g. Any benefit from use of the street for access purposes is far outweighed by the <br />undesirable cut through traffic occurring through the Arlington Heights Greenbelt, which <br />is detrimental to the health, safety and welfare of the neighborhood and inconsistent `with <br />City Plawiin~g Commission May 7, 2009 2 PUL)-0?05 & P09-0206 <br />27-4 <br />
