1 <br />2 <br />3 <br />4 <br />5 <br />6 <br />7 <br />8 <br />9 <br />10 <br />11 <br />12 <br />13 <br />14 <br />15 <br />16 <br />17 <br />18 <br />19 <br />20 <br />21 <br />22 <br />23 <br />24 <br />25 <br />26 <br />27 <br />28 <br />RESOLUTION NO. 888 <br />A RESOLUTION OF THE REDEVELOPMENT AGENCY OF THE CITY OF <br />RIVERSIDE, CALIFORNIA, ADOPTING FINDINGS PURSUANT TO <br />HEALTH & SAFETY CODE SECTION 33445 AND AUTHORIZING <br />PAYMENT OF COSTS FOR PUBLICLY OWNED PROJECTS WITHIN THE <br />MAGNOLIA CENTER REDEVELOPMENT PROJECT AREA FOR <br />IMPROVEMENTS CONSISTING OF RIGHT-OF-WAY ACQUISITION AND <br />GRADE SEPARATING MAGNOLIA AVENUE AND THE UNION PACIFIC <br />RAILROAD. <br />WHEREAS, the Redevelopment Agency of the City of Riverside, California ("Agency") <br />desires and intends to pay for the cost to acquire right-of-way and to construct and install public <br />improvements required for grade separating Magnolia Avenue and the Union Pacific Railroad <br />("the Project'), within the Magnolia Center Redevelopment Project Area (the "Project Area"); <br />and <br />WHEREAS, Health and Safety Code Section 33445 provides that the Agency may, with <br />the consent of the legislative body, pay all or part of the value of the land for, and the cost of the <br />installation and construction of, any building, facility, structure, or other improvements that is <br />publicly owned either within or without the Project Area; and <br />WHEREAS, the Project will consist of right-of-way acquisition and the construction of <br />an underpass structure at the Union Pacific railroad tracks at Magnolia Avenue; improvement of <br />Merrill Avenue on both sides of Magnolia Avenue; installation of traffic signals at the <br />intersection of Beatty Drive and Magnolia Avenue and De Anza Avenue with Brockton Avenue; <br />construction of a storm water pumping station; relocation of approximately 8,040 feet of sewer <br />line to redirect sewer flows around the grade separation; and construction of a temporary two- <br />lane detour road on the east side of Magnolia Avenue to accommodate traffic while the railroad <br />bridge is under construction; and related improvements along both sides of Magnolia Avenue; <br />and <br />WHEREAS, the Project will reduce blight in the Project Area and its surrounding <br />neighborhoods; and <br />WHEREAS, the Project will improve traffic flow and safety for both vehicular travel and <br />pedestrians and promote the health, safety and welfare of the community; and <br />1 <br />
