Code § 7260 et seq.), as <br />implemented through Title 25 of the Califomia Code of Regulations ("California Relocation <br />Assistance Guidelines"), requires that all public agencies adopt rules and regulations to ensure that <br />uniform, fair, and equitable treatment is afforded to persons displaced as a result of acquisition <br />activities; and <br />WHEREAS, the Uniform Relocation Assistance and Real Property Acquisition Policies Act <br />of 1970 (42 U.S.C. 4601 et seq.), as amended, and Titles 24 and 49 of the Code of Federal <br />Regulations, Part 42 ("Federal Relocation Assistance Guidelines") establish real property acquisition <br />procedures and displacement assistance for projects that are financially assisted by the federal <br />government ("Federal Aid Projects"); and <br />WHEREAS, the Housing Authority of the City of Riverside ("Housing Authority") desires to <br />establish an amount of business reestablishment expenses that claimants may request and recover; <br />and <br />WHEREAS, California Gov. Code § 7273.3 permits public entities to pay business <br />reestablishment expenses in excess of the amounts provided under California Relocation Law; and <br />WHEREAS, the limit on recovery of business reestablishment expenses under California <br />Gov. Code § 7262, subpart (a)(4) has not been adjusted for inflation in many years and does not <br />reflect current business reestablishment costs; and <br />WHEREAS, the relocation assistance guidelines require the Housing Authority to establish <br />an appeals board; and <br />WHEREAS, the Housing Authority desires to adopt Title 25 of the California Code of <br />Regulations, as it may be amended from time to time, for non-Federal Aid Projects and Titles 24 and <br />49 of the Code of Federal Regulations, Part 42, for Federal Aid Projects, as they may be amended <br />
