CITY COUNCIL AND REDEVELOPMENT AGENCY MINUTES TUESDAY, FEBRUARY 17, 2009,3 P.M. ART PICK COUNCIL CHAMBER CITY HALL 3900 MAIN STREET Roll Call: Mayor Loveridge called the meeting to order at 3 p.m. PUBLIC HEARINGS/PLANNING REFERRALS AND APPEALS CASE P08-0948 - HUNTER BUSINESS PARK SPECIFIC PLAN AMENDMENT - CASE P08-0491 - APPEAL - MEXICALI BAR AND GRILL - CONDITIONAL USE PERMIT - 1690 SPRUCE - RESOLUTION - CONTINUED IN PART Hearing was called relative to the proposal by the City of Riverside to amend the Hunter Business Park Specific Plan to establish procedural provisions and location, operational, and development standards for entertainment uses within existing "Eating and Drinking" establishments in the General Industrial District of the Hunter Business Park Specific Plan and relative to the appeal by Hector Gonzalez on behalf of Mexicali Bar and Grill of the Planning Commission approval of a conditional use permit for entertainment at an existing 7,004-square-foot restaurant and bar located at 1690 Spruce Street. Seven people spoke on the matter. Following discussion, the City Council (1) determined that the proposed project for the Hunter Business Park Specific Plan would not have a significant effect on the environment based upon the findings and mitigation measures set forth in the written case record and adopted a Mitigated Negative Declaration; (2) approved Planning Case P08-0948 based on and subject to the findings and recommended conditions as outlined in the written staff report; (3) adopted a resolution for the Hunter Business Park Specific Plan Amendment; and (4) continued Planning Case P08-0491 to 3 p.m. on March 17, 2009; whereupon, the title having been read and further reading waived, Resolution No. 21787 of the City Council of the City of Riverside, California, Amending the Hunter Business Park Specific Plan Development Standards and Design Guidelines to Establish Procedural Provisions and Location, Operational and Development Standards in the General Industrial District of the Hunter Business Park Specific Plan, was presented and adopted. ORAL COMMUNICATIONS FROM THE AUDIENCE Karen Wright spoke regarding the Greyhound bus terminal.
