RESOLUTION NO. 639 A RESOLUTION OF THE REDEVELOPMENT AGENCY OF THE CITY OF RIVERSIDE CERTIFYING THE FINAL ENVIRONMENTAL IMPACT REPORT AND ADOPTING FINDINGS AND A MITIGATION AND MONITORING PLAN FOR THE REDEVELOPMENT PLAN FOR THE PROPOSED MAGNOLIA CENTER REDEVELOPMENT PROJECT WHEREAS, the Redevelopment Agency of the City of Riverside (the "Agency") has initiated the proposed Magnolia Center Redevelopment Project (the "Proposed Project") and has prepared its Report to City Council for the Project (the "Report to Council") in accordance with Health & Safety Code Sec. 33352, which includes the Redevelopment Plan (the "Plan"); and WHEREAS, the Agency, as lead Agency pursuant to the California Environmental Quality Act CCEQA") has prepared a final Environmental Impact Report (final EIR) analyzing the potential environmental impacts of the Proposed Project; and WHEREAS, the Riverside Planning Commission recommended certification of the final EIR for the Redevelopment Plan for the Proposed Project on May 21, 1998; and WHEREAS, the Riverside Planning Commission approved and forwarded to the Agency its report that the Plan is in conformity with the Riverside General Plan and has recommended approval of said Plan with changed boundaries deleting certain territory from the Project on May 21, 1998, by Resolution No. 4354; and WHEREAS, by Resolution No. 4354, the Planning Commission of the City of Riverside acted on May 21, 1998, to recommend certification of the Environmental Impact Report for the Redevelopment Plan for the Mag;,-~lia Center Redevelopment Project, and approval of the Redevelopment Plan for the Magnolia Center Redevelopment Project subject to the deletion of a portion of the Project Area east of State Route 91; and WHEREAS, the removal of the portion of the Project Area north of Arlington Avenue between the Atchison Topeka and Santa Fe Railway tracks and McMahon Street is insignificant in terms of direct and indirect impacts on the environment, consistent with Section 150885.5 of CEQA Guidelines; and WHEREAS, all actions required to be taken by applicable law related to the preparation, circulation, and review of the Draft and final EIR have been taken; and WHEREAS, the Agency has reviewed and considered the final EIR and the proposed Mitigation Monitoring Program with respect to the adoption of the Plan; and WHEREAS, pursuant to public notice duly given, the City Council and the Agency Board held a full and fair joint public hearing on the Plan and final EIR on June 23, 1998; and WHEREAS, all legal prerequisites to the adoption of this Resolution have occurred; and WHEREAS, the Agency has carefully reviewed the final EIR and all other information in the administrative record.
