RESOLUTION NO. 639 <br /> <br />A RESOLUTION OF THE REDEVELOPMENT AGENCY OF THE CITY OF <br />RIVERSIDE CERTIFYING THE FINAL ENVIRONMENTAL IMPACT <br />REPORT AND ADOPTING FINDINGS AND A MITIGATION AND <br />MONITORING PLAN FOR THE REDEVELOPMENT PLAN FOR THE <br />PROPOSED MAGNOLIA CENTER REDEVELOPMENT PROJECT <br /> <br /> WHEREAS, the Redevelopment Agency of the City of Riverside (the "Agency") has initiated <br />the proposed Magnolia Center Redevelopment Project (the "Proposed Project") and has prepared its <br />Report to City Council for the Project (the "Report to Council") in accordance with Health & Safety <br />Code Sec. 33352, which includes the Redevelopment Plan (the "Plan"); and <br /> <br /> WHEREAS, the Agency, as lead Agency pursuant to the California Environmental Quality Act <br />CCEQA") has prepared a final Environmental Impact Report (final EIR) analyzing the potential <br />environmental impacts of the Proposed Project; and <br /> <br /> WHEREAS, the Riverside Planning Commission recommended certification of the final EIR for <br />the Redevelopment Plan for the Proposed Project on May 21, 1998; and <br /> <br /> WHEREAS, the Riverside Planning Commission approved and forwarded to the Agency its <br />report that the Plan is in conformity with the Riverside General Plan and has recommended approval of <br />said Plan with changed boundaries deleting certain territory from the Project on May 21, 1998, by <br />Resolution No. 4354; and <br /> <br /> WHEREAS, by Resolution No. 4354, the Planning Commission of the City of Riverside acted <br />on May 21, 1998, to recommend certification of the Environmental Impact Report for the Redevelopment <br />Plan for the Mag;,-~lia Center Redevelopment Project, and approval of the Redevelopment Plan for the <br />Magnolia Center Redevelopment Project subject to the deletion of a portion of the Project Area east of <br />State Route 91; and <br /> <br /> WHEREAS, the removal of the portion of the Project Area north of Arlington Avenue between <br />the Atchison Topeka and Santa Fe Railway tracks and McMahon Street is insignificant in terms of direct <br />and indirect impacts on the environment, consistent with Section 150885.5 of CEQA Guidelines; and <br /> <br /> WHEREAS, all actions required to be taken by applicable law related to the preparation, <br />circulation, and review of the Draft and final EIR have been taken; and <br /> <br /> WHEREAS, the Agency has reviewed and considered the final EIR and the proposed Mitigation <br />Monitoring Program with respect to the adoption of the Plan; and <br /> <br /> WHEREAS, pursuant to public notice duly given, the City Council and the Agency Board held a <br />full and fair joint public hearing on the Plan and final EIR on June 23, 1998; and <br /> <br /> WHEREAS, all legal prerequisites to the adoption of this Resolution have occurred; and <br /> <br /> WHEREAS, the Agency has carefully reviewed the final EIR and all other information in the <br />administrative record. <br /> <br /> <br />
