WHEREAS pursuant to Section 14.04,030 of the Riverside Municipal Code, the City Council of the City of Riverside adopted Resolution No. 14669, as amended from time to time, establishing the sewer service charges for every person whose premises in the City of Riverside are equipped with sanitary facilities and who discharges into the sewerage system of the City; and WHEREAS said Resolution No. 14669, as amended, also included a sewer pumping surcharge imposed upon those areas of the City requiring sewer pumping facilities; and WHEREAS Chapter 14.16 of the Riverside Municipal Code requires a permit for the discharge of wastes at the Riverside Wastewater Treatment Plant by those engaged in the business of pumping or cleaning septic tanks, cesspools, holding tanks or sewage seepage pits and authorizing a fee for such permit; and WHEREAS the Public Works Department has conducted a review of the ~ewer ~ervioe oharge~ ~0 determine i~ ~he eharge~ generate sufficient revenues to offset expenses to the Sewer Services Fund; and WHEREAS the review has indicated that revenues are insufficient to offset expenses; and WHEREAS the review has also indicated that commercial and industrial user charges must be modified to make them more
