CORPORATION FOR SAFEGUARD <br />TRAINING OF POLICE PERSONNEL. <br /> <br /> WHEREAS many of the serious work-related injuries to <br /> police personnel have involved back and knee injuries for which <br /> the City has paid Workers' Compensation benefits thus far since <br /> 1984 in the amount of $422,345.00, and anticipates another <br /> $235,345.00 in benefits will be paid, for a total of <br /> $657,690.00; and <br /> <br /> WHEREAS in both routine and crisis emergencies a primary <br />factor in prevention of back and knee injuries is to have <br />personnel trained in proper techniques of critical responses; and <br /> <br /> WHEREAS basically only one organization provides this <br />type of specific injury prevention training, which organization <br />is the P.S.R. Corporation (Professional Safeguard Response), <br />based in Corte Madre in Northern California; and <br /> <br /> WHEREAS the records of many police departments <br />throughout California indicate that the number of back and knee <br />injuries has been greatly reduced after participation in the <br />training program offered by P.S.R.; and <br /> <br /> WHEREAS P.S.R. would present this training program to <br />320 City police personnel for a cost of ~33,700.00; <br /> <br /> NOW, THEREFORE BE IT RESOLVED by the City Council of the <br />City of Riverside that the bidding requirements of Resolution <br />No. 14797 of the City of Riverside are hereby waived and <br /> <br /> <br />
