RESOLUTION NO. 19426 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF RIVERSIDE, CALIFORNIA, AUTHORIZING THE TRANSFER OF THE CITY OF RIVER- SIDE'S 1998 JUVENILE ACCOUNTABILITY INCENTIVE BLOCK GRANT FUNDS TO THE RIVERSIDE COUNTY PROBATION DEPARTMENT. 1 2 3 4 5 WHEREAS, the 1998 Federal Juvenile Accountability Incentive Block Grant (JAIBG) 6 was created to promote greater accountability of juveniles in the justice system; and 7 WHEREAS, the Govemor's Office of Criminal Justice Planning (OCJP) supports this 8 effort by providing available funds to California state and local governments based upon a 9 jurisdiction's crime index and expenditures; and 10 WHEREAS, the City of Riverside was authorized $110,382 in non-competitive grant 11 funding under this program; and 12 WHEREAS, the non-competitive grant applications under this program were required to 13 focus on at least two of 10 program purpose areas, none of which directly fit with any existing 14 Riverside Police Department juvenile accountability programming, thus making an application by 15 Riverside Police Department unfeasible at this time; and 16 WHEREAS, the JAIBG program allows a municipality to transfer its funding to another 17 entity which is making application for program funding which will be of benefit to both; and 18 WHEREAS, the Riverside County Probation Department has developed a funding 19 proposal which will benefit the City of Riverside by providing an information sharing program with 20 the District Attorney' s Office which will result in the development of a District Attorney Access 21 Module to Probation Records, therefore providing the District Attorney with the operational 22 information needed in early identification and tracking of serious juvenile offenders; and increasing 23 permanent juvenile hall staffing to ensure safety and security; and 24 WHEREAS, the Riverside County Juvenile Probation Department has also agreed to start 25 a pilot program which will provide a probation officer on duty within the Riverside Police 26 Department during the weekend hours, enabling Riverside police officers to deal more effectively 27 with youth who are arrested and on juvenile probation; and City Attorney's Office 3900 Main Street Riverside, CA 92522 (909) 782-5567
