RESOLUTION NO. 19426 <br /> <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF RIVERSIDE, <br />CALIFORNIA, AUTHORIZING THE TRANSFER OF THE CITY OF RIVER- <br />SIDE'S 1998 JUVENILE ACCOUNTABILITY INCENTIVE BLOCK GRANT <br />FUNDS TO THE RIVERSIDE COUNTY PROBATION DEPARTMENT. <br /> <br />1 <br /> <br />2 <br /> <br />3 <br /> <br />4 <br /> <br />5 WHEREAS, the 1998 Federal Juvenile Accountability Incentive Block Grant (JAIBG) <br />6 was created to promote greater accountability of juveniles in the justice system; and <br />7 WHEREAS, the Govemor's Office of Criminal Justice Planning (OCJP) supports this <br />8 effort by providing available funds to California state and local governments based upon a <br />9 jurisdiction's crime index and expenditures; and <br />10 WHEREAS, the City of Riverside was authorized $110,382 in non-competitive grant <br />11 funding under this program; and <br />12 WHEREAS, the non-competitive grant applications under this program were required to <br />13 focus on at least two of 10 program purpose areas, none of which directly fit with any existing <br />14 Riverside Police Department juvenile accountability programming, thus making an application by <br />15 Riverside Police Department unfeasible at this time; and <br />16 WHEREAS, the JAIBG program allows a municipality to transfer its funding to another <br />17 entity which is making application for program funding which will be of benefit to both; and <br />18 WHEREAS, the Riverside County Probation Department has developed a funding <br />19 proposal which will benefit the City of Riverside by providing an information sharing program with <br />20 the District Attorney' s Office which will result in the development of a District Attorney Access <br />21 Module to Probation Records, therefore providing the District Attorney with the operational <br />22 information needed in early identification and tracking of serious juvenile offenders; and increasing <br />23 permanent juvenile hall staffing to ensure safety and security; and <br />24 WHEREAS, the Riverside County Juvenile Probation Department has also agreed to start <br />25 a pilot program which will provide a probation officer on duty within the Riverside Police <br />26 Department during the weekend hours, enabling Riverside police officers to deal more effectively <br />27 with youth who are arrested and on juvenile probation; and <br /> <br />City Attorney's Office <br />3900 Main Street <br />Riverside, CA 92522 <br />(909) 782-5567 <br /> <br /> <br />
