1 RESOLUTION NO. 19424 <br /> <br /> 2 A RESOLUTION O17 THE CITY COUNCIL O17 THE CITY OF RIVERSIDE, <br /> CALIFORNIA, URGING RIVERSIDE COUNTY SUPERVISORS TO REPEAL THE <br /> 3 IMPOSITION OF BOOKING FEES ON COUNTY CITIES. <br /> <br />4 WHEREAS, the State of California in 1990/91, in response to a state fiscal crisis, reduced <br />5 county revenues and authorized counties to charge cities for the cost of booking prisoners into <br />6 county jails to offset the lost revenue; and <br />7 WHEREAS, Riverside County imposed such a booking fee that now totals $110.40 per <br />8 booking and costs the City of Riverside in excess of $550,000 per year and generates $2 million of <br />9 revenue for the County; and <br />10 WHEREAS, such booking fees are inequitable because they are only paid by cities; <br />11 residents in unincorporated portions of the County are not charged; and <br />12 WHEREAS, booking fees adversely impact public safety because they encourage city <br />13 police agencies to "cite and release" even in situations where it would be better to incarcerate <br />14 criminals for even a limited time rather than immediately releasing them; and <br />15 WHEREAS, booking fees have already been repealed by other Southem California <br />16 counties; and <br />17 WHEREAS, revenues that the County will be receiving from the State's settlement with <br />18 the Tobacco Industry will be more than sufficient to replace revenue lost if booking fees are <br />19 eliminated. <br />20 NOW THEREFORE, BE IT RESOLVED by the City Council of the City of Riverside <br />21 that the County Board of Supervisors is hereby urged to abolish booking fees that are currently <br />22 charged to cities; <br />23 AND, BE IT FURTHER RESOLVED that copies of this resolution be forwarded to all <br />24 other City Councils in Riverside County urging them to adopt similar resolutions. <br />25 /// <br /> <br />26 /// <br /> <br />27 /// <br /> <br />City Attorney's Office <br />3900 Main Street <br />Riverside, CA 92522 <br />(909) 782-5567 <br /> <br /> <br />
