Section 2. Every person, firm or corporation conductin~ <br />the business of a bill-poster, or who posts, puts up or displays <br />signs, bills, po~ters, pictures, lithographs, maps, plats or <br />other devices or advertisements of any kind that may be la~v- <br />fully displayed or advertised, must procure a city license for the <br />same, which license shall be Twenty Dollars (.$20.00) for each <br />year or fraction thereof, and for the year running from the first <br />day of July to the 30th day of June. <br /> <br /> Section 3. Notwithstanding Section 1, any per,on, firm <br /> <br />or corporatiou having a bill-poster's license, may establish <br />on permanent buildings, provided pe~mission o~ o~ner is obtained, <br />or upon billboards, ~ut not ou other property, definite places <br />where may be hung dodgers or bills of a reasonable size, such <br />as those calling atte:~tion to excursions, aud bills and posters <br />of a similar nature. <br /> <br /> Section 4. It shall be unlawful for any person, firm <br /> <br />or corporation to throw, hand out or distribute upon any public <br />street, alley or place within the City of Riverside, including <br />public parks and public school grounds, any bill, dodger, poster, <br />or any advertising literature of any kind, or any advertisement <br />of any patent medicine or other medicine or nostrum or drug or <br />device as samples used for advertisement. <br /> <br /> Section 5. It shall be unla~vful for any person, firm or <br />corporation to erect, construct or maintain or cause or permit <br />to be erected, constructed or maintained within the City of <br />Riverside, any billboard or advertising signboard, or other <br />similar structure to be used for advertising purposes, o£ a <br />greater height than ten feet, the sane to commence at and be <br />measured from a point two feet above the natural surface of <br />the ground upon which such billboard or advertising signboard <br />or other cimilar structure to be used for advertising purposes <br />is erected, constructed or ~atntained, and all such shall be <br />substantially built and strongly braced and kept in first class <br /> <br />repair.
