ORDINANCE NO. 161 <br /> (Ne~ Series) <br /> <br /> AN ORDINANCE RELATING TO TIlE ANNUAL FINANCIAL BUDGET <br />REQUIRED BY SECTIONS 228,229 and 230 OF THE CHARTER OF THE <br />CITY OF RIVERSIDE; ESTABLISHING RULE8 FOR TIlE GUIDANCE OF TIlE <br />OFFICER8 AND THE DEPARTMENT8 OF THE CITY IN RELATION THERETO; <br />GOVERNING THE VARIOUS FUNDS IN TllE CITY TREABURY; THE EXPENDI- <br />TURES THEREFROM AND THE BALANCE8 CARRIED OVER FRO}~ ONE FISCAL <br />YEAR TO THE NEXT. <br /> <br /> The ~ayor and Common Council of the Oi%y of Riverside <br />do ordain as follows: <br /> <br /> Section 1, The City Auditor 8hall prepare forms upon <br />which the estimates of all city departments and of the Auditor, <br />provided for in Sections228 and 229 of the City Charter, shall <br />be made, said forms bein~ adapted to clearly show the proper <br />seE~eEation of the various expenditures contemplated for the <br />current fiscal year, and %o p~ovide a clear method of comparison <br />with similar expenditures in preoedin~ . years. These forms may <br />be changed by the City Auditor from time %o time, as from the <br />experience of the city and by ohan~ed methods of accoun%inE is <br />deemed ~vise, <br /> <br /> All officers and departments shall make their annual <br />estimates in accordance with said forms. <br /> <br /> Section 2. At such time as the Common Council shall <br />ascertain and fix the amount of money necessary to be raised <br />by taxation as a revenue to daffy on the various departments <br />of the city for the current fiscal year, as provided for in <br />Section 230 of the City Charter, the Council shall determine <br />and fix, either by resolution or ordinance, the amount of <br />money necessary to carry on each department and ~ub-departmen% <br />of the city requiring a tax levy, said statement to be known <br />as "Financial Budget for the fiscal year of ", and <br />shall appropriate said sums of money for said departments <br />respectively. <br /> <br /> <br />
