<br /> The Mayor and Common Council of the City of Riverside
<br />
<br />do ordain ae follows:-
<br />
<br /> Section l: It shall be unlawful for any person, firm,
<br />associ&tion or corporation to erect, construct, or recon-
<br />struct, excavate, lay, -,'epair, move or remove, use, operate
<br />or n~aintain any pipe, conduit, ditch, flume, culvert, railrcad
<br />or other track , electric or other poles and wires, tank,
<br />cistern, elevator, area way, door, chute, bridge, stairway,
<br />rooz,~, £ence, railing, or other structure, appliance or apparatus
<br />in, upon, over, under or along any street, alley, highway,
<br />sidewalk or other public place in the City of Riverside, unless
<br />such person, £irm, association or corporation shall have ob-
<br />tained a grant or franchise therefor in accordance with
<br />the provisions of the Charter of the City of Riverside and of
<br />Ordinance ifc, 128 (New Series) or other ordinances in force
<br />relating to t~.e grauting of such franchises, permits or
<br />privileges; provided, however, that ten,pol'ary and revocable
<br />~er~,its may be granted to exercise any of the rights herein~,bove
<br />~-.entioned ( end which rights are herei~nafter ~e. nerally desig-
<br />nated as construction), where the construbtion desired is not
<br />used or to be used as a cor,'m',on carrier; or used in t:rovidin2
<br />service or delivering coK~m,odities to the general public; or
<br />to persons, firms, associations or corporations other than
<br />the applicant..Te~,porary and revocable permits, when granted ,
<br />shall be subjectto the following conditions:-
<br />
<br /> 1. Application n,ust be ~,.ade in writing to the ~o~m;on
<br />Council by said person, firr,, association o~ corporation,
<br />
