That the rates to be ch~rged ~nld collected for gas' by any person, firm or corporation supplying or distributing gas. to the City of Riverside or to the inhabitants thereof, for the year co~nencing on the first d;~y of April, 1914, .'?.nd ending the lsst da~v of lIarch, 1915, ~re hereby fixed ~3nd established at One and Twenty hundredths (,~1,20) Dollars for each one thous~nd cubic feet, provided ho',vever; that if the bill rendered for g~s furnished to said City or ~]y inhabitant thereof during any cal~nd~r, month, is paid on or before the loth day of tile succeeding calendar month, the person so paying said bill, sh~ll be allowed ~ discount on the same in the sum of Ten (10;.~) Cents for e;~ch one thousund cubic feet fur- nished during said calendLr month, but i~1 any event the amount of any bill rendered for gas furnished during ;~ny c~lendar month or p~rtion thereof shall not be less' than Fifty (50;f) oents-;.and-' provided further, that the gas supplied by any person, firm or corporation so furnishing gas, tested at any point on tile gas mains installed snd la'id in sold City, shall give a mont}Lly average gross heating value of not less than Six Hundred British Thermal Units- per cubic feet of gmm:~ Page 1,
