People Serving <br /> PeoFe <br /> <br />CITY OF RIVERSIDE <br /> <br />CITY COUNCIL MEMORANDUM <br /> <br />Riverside <br /> <br />Ali-,Ameriea Oilty <br /> <br />199K <br /> <br />HONORABLE MAYOR AND CITY COUNCIL <br /> <br />DATE: December 1, 1998 <br /> <br />ITEM NO.: 2 6 <br /> <br />SUBJECT: OFFICER NEXT DOOR PROGRAM <br /> <br />BACKGROUND: <br /> <br />The City Council requested that staff explore the Department of Housing and Urban Development (H UD) <br />program, Officer Next Door. The purpose of this program was to offer to members of the law enforcement <br />community HUD-owned houses in specific target areas at half price with the intent to prevent crime and <br />promote neighborhood safety and security in economically distressed neighborhoods. <br /> <br />The Program is largely one between the individual officer and HUD. HUD offers eligible properties on the <br />Internet each Tuesday evening. Officers have until the following Sunday evening to respond to HUD with <br />an expression of interest is specific homes. The officer is then given a "lottery" number and each week HUD <br />has a drawing to select the officer who will be given the chance to purchase each specific property. <br /> <br />The local contact for this program to obtain information is Bruce Kulpa of the Riverside Housing <br />Development Corporation. Mr. Kulpa reports that the program has been operating locally since February <br />1998 and has proven to be very successful. Prior to HUD posting the properties on the Internet, the <br />Riverside Housing Development Corporation was the site to pick up the weekly eligible property listing. <br />Mr. Kulpa reports that he would have a line of officers outside his office on Wednesday mornings to pick <br />up the list. Because the final dealings are between HUD and the officer Mr. Kulpa has no idea as to the <br />number of officers who have bought in Riverside, but he feels there have been quite a few. <br /> <br />To give this program a further boost, the City will prepare an announcement to be provided to Riverside <br />Police Officers explaining the program. <br /> <br />RECOMMENDATION: <br /> <br />That the City Council receive and file this report. <br /> <br />Prepared <br /> <br />Lawrence E.
