"People Serving <br /> People" <br /> <br />CITY OF RIVERSIDE <br /> <br />CITY COUNCIL MEMORANDUM <br /> <br />HONORABLE MAYOR AND CITY COUNCIL <br /> <br />SUBJECT: <br /> <br /> DATE: December 1, 1998 <br /> <br /> ITEM NO.: 25 <br /> <br />LOCAL LAW ENFORCEMENT BLOCK GRANT (LLEBG) 1998 PROGRAM - <br />TRANSFER & SUPPLEMENTAL APPROPRIATION <br /> <br />BACKGROUND: <br /> <br />The Fiscal Year 1998 Appropriations Act provides $523 million for the continuation of the Local Law <br />Enforcement Block Grant (LLEBG) Program. This is the third year that Riverside will receive funding from <br />this grant. The purpose of the program is to provide units of local government with funds for projects <br />designed to reduce crime and improve public safety. <br /> <br />The amount of funding was distributed to local governments on the basis of the three-year average of part <br />1 violent crimes. The City of Riverside's share based on this criteria is $864,604 with a match requirement <br />of $96,067 that is available in the Police Asset Forfeiture account. <br /> <br />A requirement of this grant is the establishment of an advisory board made up of one member of the <br />following: the local law enforcement agency, prosecutor's office, court system, school system, and a non- <br />profit group active in crime prevention or drug use prevention. The board is designated to make non-binding <br />recommendations for the proposed use of the funds received under this program. The advisory board met <br />on September 21, 1998, and approved the department' s proposed use of funds that includes the purchase of <br />police vehicles, communications equipment, and funding to help pay for a new Records Management <br />System. It is important to note that these federal funds may not be used to supplant local funds; they must <br />be used to increase the amount of funds that would otherwise be available from local sources. <br /> <br />An additional requirement of this grant is the submission by the city of an acceptable Equal Employment <br />Opportunity Plan (EEOP) to the Office of Justice Programs, Office of Civil Rights. <br /> <br />FISCAL IMPACT: <br /> <br />Matching funds of $96,067 are available in the Federal Asset Forfeiture account 721-0-225111. The current <br />balance is this account is $390,000. <br /> <br />ALTERNATIVES: <br /> <br />Do not accept the Local Law Enforcement Block Grant Program funding of $864,604. <br /> <br />25-1 <br /> <br /> <br />
