People Serving <br />PeoFle <br /> <br />CITY OF RIVERSIDE <br /> <br />CITY COUNCIL MEMORANDUM <br /> <br />Riverside <br /> <br />HONORABLE MAYOR AND CITY COUNCIL <br /> <br />DATE: December 1, 1998 <br /> <br />ITEM NO: 19 <br /> <br />SUBJECT: SELECTION OF ENGINEERING CONSULTANT - WATER SUPERVISORY CONTROL <br /> AND DATA ACQUISITION (SCADA) SYSTEM UPGRADE <br /> <br />BACKGROUND: <br /> <br />Authorization is requested to award a contract to Montgomery Watson Americas, Inc., for consulting <br />engineering services to upgrade the City's aging Water Supervisory Control and Data Acquisition <br />(SCADA) system. The existing system, installed in 1970, is outdated and the manufacturer has stopped <br />any repair support. The services of an engineering consultant are needed because of the specialized <br />nature of the work. <br /> <br />The Screening and Selection Committee interviewed the following consulting firms: <br /> <br />1. Montgomery Watson Americas, Inc. <br />2. CyberNet/Timberline Engineering <br />3. Westin Engineering, Inc. <br /> <br />The Committee has selected Montgomery Watson Americas, Inc. of Pasadena, California, to perform <br />the work. A contract has been negotiated to include design, specifications and services during <br />construction at an estimated cost not to exceed $259,700. <br /> <br />The Board of Public Utilities approved and recommended City Council approval of this item at its meeting <br />of September 4, 1998. <br /> <br />FISCAL IMPACT: <br /> <br />Funds are budgeted and available for design services in the Water Capital Improvement account of the <br />Public Utilities Department (Account No. 520-769200-470771 - Water System SCADA). <br /> <br />The total project cost, including construction, is estimated at $1,100,000. Additional funds will be <br />budgeted for Fiscal Year 1999/00 to supplement the construction costs. <br /> <br />19-1 <br /> <br /> <br />
