People Serving <br />People <br /> <br />CITY OF RIVERSIDE <br /> <br />Riverside <br /> <br />CITY COUNCIL MEMORANDUM <br /> <br />DATE: DECEMBER '1, '1998 <br /> <br />HONORABLE MAYOR AND CITY COUNCIL <br /> <br />ITEM NO: 9 <br /> <br />SUBJECT: USE OF RECREATION SERVICES ACCOUNT FOR CONSULTANT <br /> <br />BACKGROUND: <br /> <br />In August 1998, the California State Senate and Assembly passed Senate Bill 1756. This bill would establish <br />the After School Learning and Safe Neighborhoods Partnerships Program to create incentives for establishing <br />after school enrichment programs for pupils in kindergarten and grades 1 to 9, inclusive, at participating school <br />sites. The bill authorizes a local educational agency or a city, county, or nonprofit organization in partnership <br />with a local educational agency or agencies to apply and establish a program, and would require the State <br />Department of Education to select participants among the applicants. The intent of the program is to reduce <br />criminal activity among juveniles, and to strengthen parent-child relationships and communities by involving <br />parents in the children's schoolwork and schools. <br /> <br />The language in this bill indicates that the "school-based school-age, before and after school programs <br />would be inoperative as of July 1, 1999. The bill would appropriate the amount of $500,000 from the <br />General Fund to the State Department of Education for state operations for the implementation of <br />After School Learning and Safe Neighborhoods Partnerships Program. The Superintendent of Public <br />Instruction may allocate funds for the establishment of school-based, school-age before and after <br />school programs that need to include homework and tutoring assistance, to improve literacy skills, <br />and provide recreational activities, as web as facilitate the transition from welfare to work by providing <br />child care for school-age children, and potential employment for welfare recipients who are parents of <br />children enrolled in school-age child care programs. ' <br /> <br />To establish an after school enrichment program for kindergarten to grade 9, the established program funded <br />under SB 1756: <br /> <br />Shall be a collaborative effort with a school district, and may also include collaboration with any <br />combination of the following: other school districts, community college districts, counties, cities, <br />community-based organizations, not-for-profit organizations, and a local agency that provides the Even <br />Start Family and Head Start literacy programs or equivalent. <br /> <br />2. Shall demonstrate inclusion of a strong literacy program. <br /> <br />3. Shall include academic achievement determined by measurements such as test scores, grades, school <br /> attendance and the number of disciplinary actions. <br /> <br />4. Shall demonstrate that it is receiving locally generated resources from other federal and state resources <br /> which may include in-kind resources. <br /> <br />9-3. <br /> <br /> <br />
