CITY OF RIVERSIDE ...... <br /> <br />CITY COUNCII MEMORANDUM <br /> <br />People Serving PeTle <br /> <br />HONORABLE MAYOR AND CITY COUNCIL <br /> <br />DATE: December 1, 1998 <br /> <br />ITEM NO: 8 <br /> <br />SUBJECT: <br /> <br />REOUEST TO WAIVE ADMINISTRATIVE MANUAL SECTION H-4 <br />CONTRACTING FOR CONSULTANT AND PROFESSIONAL SERVICES IN <br />EXCESS OF $25,000 <br /> <br />BACKGROUND: <br /> <br />The Riverside Public Library has been awarded an LSTA grant from the California State L~rary entitled <br />Riverside Local History Resource Center (RLHRC) for the twelve-month period ending September 30, 1999. <br />With this grant, the Library will combine the non-artifact collections of both the L~rary and the Museum to <br />increase public access, interpretation, and informed use of the local history resources while improving the <br />stewardship and security of the City' s local history collections. <br /> <br />To meet the objectives in a timely manner, the L~rary would like to contract with Advance Information <br />Management, Inc., an employment agency specializing in library services, to provide a project manager and three <br />part-time positions to inchde two technical assistants and one clerical support person for the RLHRC. Advance <br />Information Management, Inc. (AIM) has provided satisfactory service on prior library programg including the <br />Eastside Cybrary Connection' s two years of operation. <br /> <br />FISCAL IMPACT: <br /> <br />The cost of the four positions is $125,106. These positions will be funded by the LSTA grant. <br /> <br />ALTERNATIVES: <br /> <br />The grant approval includes contracting for staff support. Immediate hiring of staff is required to complete the <br />project by September 30, 1999. The Library knows of no other personnel agencies supplying library specific <br />personnel; seeking additional vendors would dehy the program; and Advance Information Management, Inc. can <br />supply the needed personnel within the grant budget. <br /> <br />RECOMMENDATION: <br /> <br />That the City Council: <br /> <br />1. Waive formal selection procedures for professional services as required by Admlni~etrative Manual Policy II- <br /> 4; and <br /> <br />8-1 <br /> <br /> <br />
