People Serving
Peorle

CITY OF RIVERSIDE

CITY COUNCIL MEMORANDUM

Riverside

All-America City

l 99F,

HONORABLE MAYOR AND CITY COUNCIL

DATE: December 1, 1998

ITEM NO.: 5

SUBJECT: RIVERSIDE FIRE MANAGEMENT

BACKGROUND:

The agreement with the Riverside Fire Management Group is that they receive salary and fringe benefits
equal to those received by the members of the Fire Unit. The Riverside City Firefighters Association have
agreed to a new MOU which changes a previously agreed upon MOU. As a result of these changes, the Fire
Management Group current MOU needs to be revised to provide for a 6% increase in July 1998 instead of
the previously agreed upon 5%. Likewise the agreed upon 5% raise in July 1999 needs to be reduced to 4%.
Also, the members of the Fire Management Group should receive an additional 2% raise in October 1999.

These changes have been discussed with representatives of the Fire Management Group and they concur
in these modifications to the existing MOU. It should be noted that the agreement with the RCFA runs
through June 2002, but in discussing length of agreement with the Fire Management Group they only wanted
their current agreement to run through June 2000.

FISCAL IMPACT:

The monies for this modification for FY 1998-99 can be absorbed by the current Fire Department budget.

ALTERNATIVES:

The City has had a long standing agreement with the Fire Management Group that they will receive increases
at least equal to the Fire Unit and the recommendations in this report carry out that commitment.

RECOMMENDATION:

That the City Council:

1)

Approve the attached MOU.

2)

Amend the consolidated salary and fringe benefit resolutions so as to enact the changes to the Fire
Management MOU.

5-1
