~People Serving <br /> People, <br /> <br />CITY OF RIVERSIDE <br /> <br />CITY COUNCIL MEMORANDUM <br /> <br />HONORABLE MAYOR AND CITY COUNCIL <br /> <br />DATE: December 1, 1998 <br />ITEM NO.: 4 <br /> <br />SUBJECT: POLICE DEPARTMENT STOREFRONT - RIVERSIDE PLAZA - AREA 3 <br /> <br />BACKGROUND: <br /> <br />In connection with the community policing program, and with authorization from City Council on May 7, <br />1996, the Police Department opened a storefront in the Magnolia Town Center at 6059 Magnolia Avenue. <br />On October 27, 1998, the Property Manager issued a thirty-day notice to terminate and requested that the <br />Police Department vacate the premises no later than November 27, 1998. <br /> <br />The Police Department has located an alternate location within the Riverside Plaza at 3647 Riverside Plaza. <br />The landlord is agreeable to leasing the property for a period of approximately twelve months or until <br />October 31, 1999, at no cost to the City effective December 1, 1998. The space contains approximately <br />6,000 square feet, approximately 2,000 square feet of which is storage. <br /> <br />FISCAL IMPACT: <br /> <br />There are no rental costs or security deposit. The Police Department as the tenant pays utilities (cost of heat, <br />water, light, power, telephone, janitorial, etc.) and other operating costs. Utilities and office supplies are <br />estimated to cost between $10,000 and $12,000 for the balance of the fiscal year. Staffing in the form of <br />a Police Service Representative is estimated at $60,000. The cost of the salaries for the PSR is subsidized <br />by CDBG funds which are available in Account 220-511200-453907; the balance of the operating costs are <br />provided for within the Police Department's budgeted funds. <br /> <br />ALTERNATIVES: <br /> <br />Deny the request. Direct staff to locate an alternate site or close the storefront. <br /> <br />RECOMMENDATION: <br /> <br />That the City Council authorize the City Manager or his designee to execute the Lease Agreement with <br />Westminster Central LLC, an Illinois limited liability company, dba Plaza Riverside Associates, with terms <br />as outlined in this report. <br /> <br />4-1 <br /> <br /> <br />
