Sec~t~0h'.St~ As used in this ordinance unless the context otherwise indicatest (a) !'Dog" shall include male, ~'A2ed or unspayed female~ of any agel (b) "Owner" ~hall mean any person or persons owning, keeping, possessing or harboring a dog~ Seetioh ~'t The Poundmaster and his deputies shall be "Humane Officers'! appointed and employed by the Riverside CoUnty Humane Society and they shall be p~imariiy responsible for the enforcement of the provisions of this ordinance~ For the sole purpose of enforcing this ordinance, the Poundmaster and his deputies shall have the rights and authority of peace officers. Rights~ duties, authority or obligations herein imposed upon the Poundmaster shall apply to his duly appointed deputies~ Sec'{ibn 5t~ Any person owning or having custody or conSrol of one or more dogs over the age of six (6) months, in the Oity of Riverside, shall pay for custody or control of each such dog~-f/ in the 0ity, a icense tee or Three oll rs ($3.00) l Such license fee shall be paid annually either to the Finance Department of the 0ity, or to the City Poundmaste~. The fee shall be due and payable on the first day of January of each year, and shall be- come delinquent unless paid on or before ~4aroh 1st of each year. Upon payment of the required fee as to each such dog, a license shall be issued which shall expire on the 31st day of December of the same year. The fee for obtaining a license after March in any year shall be double the amount above specified; provided, however, that if any person acquires the ownership, custody or control of a dog after ~rch 1st in any year the fee shall not be doubled~ ~roviding the owner obtains the license herein required -2-
