Sectio~ 2: The provisions of this ordinance and the establis~ent of the zones prescribed hereby shall become effective upon the date o~ the filing of Ordinance No. 289~ by the Secretary of State and completion of the a~nexation in accordance With Sections B5317 and 35318 of the Gover~ent Code -1-
