No building permit shall be issued for any <br />Residential Development Use until a Residential Develop- <br />ment Permit has first been issued pursuant tO thepro- <br />visions of this ordinance. No Planned ReSidential <br />DevelOpment Permit application, Conditional Use permit <br />application, tentative tradt map application or tentative <br />parcel map application shall be accepted as complete for <br />filing for any residential development use until a <br />Residential Development application has been filed and <br />the proPOsed residential development use has been allo- <br />cated sufficient development points to obtain a Residen- <br />tial Development Permit pursuant to the provisions of <br />this ordinance. <br /> Any application for a Planned Residential Development <br />Permit, Conditional Use Permit, tentative tract map or <br />tentative parcel map which was filed bUt not approved <br />prior to October 5, 1978 and which application Would <br />require a Residential Development Permit pursuant to <br />this ordinance in order for it to be filed on or after <br />October 5, i978; may be considered and decided by the <br />City Planning Commission and the City Council, provided <br />that the approvals of such applications shall be con- <br />ditioned upon compliance with the provisions of this <br />chapter and the issuance of a Residential Development <br />Permit for the proposed residential development Use. <br /> An application for a revision of an approved Planned <br />Residential Development Permit, Conditional Use Permit, <br />tentative tract map or tentative parcel map for a <br />residential development Use, which proposes the same or <br />less density than the prior approval allowed, may be <br />considered and decided by the City Planning Commission <br />and the City Council, provided that the approvals of <br />such applications shall be conditioned upon compliance <br />with the provisions of this chapter and the issuance of <br />a Residential Development Permit for the proposed resi- <br />dential development use. <br /> The requirement to obtain a Residential Development <br />Permit shall not be applicable to the construction, <br />location or assembly of a single-family residence on <br />a single lot, of record prior to October 5, 1978, pro- <br />vided, however, that the requirement to obtain a Resi- <br />dential Development Permit shall be applicable to the <br />construction, location or assembly of two or more single- <br />family residences in any one-year period on single lots, <br />of record prior to October 5, 1978, when such lots are <br /> <br />}1o <br /> <br /> <br />
