'auto~obiie <br />impound yard' means an open area used exoiusiveiy for <br />the sto~age of ab~omobiies, motor vehicles and <br />recreational vehicles impObnded pursuant to order of <br />a public law enforcement agency or insbrance organi- <br />zation licensed to conduct business in the State of <br />California, and Stored solely for the P~rp0ses of <br />law enforcement investigation, insurance investigation, <br />title clearance and t~ansfer and/or litigation. This <br />definition does not include the dismantling or dis- <br />assembly of vehicles except pursuant to litigation, <br />the sale of vehicle parts nor the storage of non- <br />impounded vehicles or their pa~ts." <br /> <br /> Section 2: Section ~9.48.020(3) of the Riverside Muni- <br />cipal Code is hereby 'amended by adding thereto a new paragraph <br /> <br />KK to read as follows: <br /> <br /> "KK. AUtomobile impound yard as defined in' <br />Section 19.04~033 subject to the granting of a <br />conditional Use permit with the following site <br />location and development criteria: <br /> 1. Location~ No ahtomobile impound yard <br /> shall be ~loser than 300 feet to any property <br /> in a residential, commercial, Air, Official or <br /> Manufacturing Park zone. <br /> 2. Setbacks. Setbacks shall be provided as <br /> reqU'ired in Section 19.48.050 of this title. <br /> 3. Screening. The impound storage yard shall <br /> be entirely enclosed by opaque screening not <br /> less than 6 nor more than 8 feet high consisting <br /> of either masonry Wall or chain link fencing with <br /> redwood or simulated Cedwood slats and landscap- <br /> ing which is mature at the time the use is es- <br /> tablished~ The landscaping shall be provided <br /> with a permanent icrigation system acceptable <br /> to the City Planning Department,. <br /> 4. VehiCular stOrage~ Ail impound yard vehicles <br /> shall have ground contact of all wheels. <br /> 5. Surfacing.
