'eO ii ) <br /> Section l(b) bf o~d~anCe No. 4976 of the ~itY council <br />of the city Of Riverside ("ordinanCe NO. 4976") is hereby amended <br />to read in full as foilows} <br /> <br /> " (b) Ffndihgs and Deeiaka~ions. The'city <br /> Council of the City 'of Riverside hereby finds and <br /> declares that: <br /> <br /> (i) There exists within the City critical <br /> <br /> and persistent unemployment; this condition has <br /> adversely affected the economy of the City and <br /> the prosperity, health, welfare and safety of <br /> its inhabitants and their 'standard of living and <br /> has reached emergency proportions; the continuing <br /> decline in emplo~nent within the City has con- <br /> tributed to this state of emergency and has been <br /> caused by the increased inefficiency, obsolescence <br /> and abandonment of many existing facilities in <br /> the City; existing enterprises would be induced <br /> to remain and expand in the City and new and <br /> varied enterprises would be induced to locate <br /> in the CitY if financial assistance were available <br /> to them; no reasonable mechanisum exists for the <br /> prOvision of such financial assistance and thus <br /> no measure exists for the immediate alleviation <br /> of the critical problem of unemployment faced by <br /> the City. <br /> <br /> <br />
