1 <br /> <br /> 5 <br /> <br /> 6 <br /> <br /> ? <br /> <br /> 8 <br /> <br /> 9 <br /> <br /> 10 <br /> <br />11 <br /> <br />12 <br /> <br />13 <br /> <br />14 <br /> <br />15 <br /> <br />16 <br /> <br />18 <br /> <br />19 <br /> <br />20 <br /> <br />21 <br /> <br /> 22 <br /> <br />23 <br /> <br />24 <br /> <br />25 <br /> <br />26 <br /> <br />27 <br /> <br />RESOLUTION NO. 16355 <br /> <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF <br />RIVERSIDE, CALIFORNIA, DECLARING THE REPAIR WORK <br />TO CORRECT THE UNDE~4INING CAUSED BY RECENT RAINS <br />TO THE BENEDICT C~YON TRUNK SEWER TO BE OF URGENT <br />NECESSITY FOR THE PRESERVATION OF LIFE, HEALTH ~D <br />PROPERTY, AND, PURSUANT TO SECTION 1109 OF THE <br />CHARTER OF THE CITY OF RIVERSIDE, WAIVING THE <br />FO~-~AL BIDDING REQUIREMENTS. <br /> <br /> WHEREAS recent rains have undermined the City's trunk <br />sewer located in Benedict Canyon south of Chicago Avenue and <br />immediate action is required to prevent a break in the line <br />which would spill raw sewage into the canyon; and <br /> <br /> WHEREAS by replacing an additional 230 feet of vitrified <br />clay pipe with a plastic pipe on concrete columns, storm water <br />could then be allowed to flow under the pipe and find its own <br />channel; and <br /> <br /> WHEREAS a concrete-encased section of pipe has developed <br />a crack at another upstream location, and it is feared that <br />uhless another gabion is built, said pipe may also break; and <br /> <br /> WHEREAS the additional gabion will allow sand to build <br />up again and prevent erosion under the encased pipe; and <br /> <br /> WHEREAS the estimated cost to correct the problem is <br />less than ~40,000, and immediate repairs are necessary to <br />preserve the life, health and property of those persons who <br />would be affected by raw sewage that would spill into the canyon <br />if a break should occur in the trunk sewer; <br /> <br /> NOW, THEREFORE, BE IT RESOLVED by the City Council of <br />the City of Riverside, California, as follows: <br /> <br /> Section 1: It is hereby found and declared that the <br /> <br />CITY ATTORNEY <br />RIVERSIDE <br />CAI_IFORNIA <br /> <br /> <br />
