Corrected <br />5-31-02 <br /> <br /> l <br /> <br /> 2 <br /> <br /> 3 <br /> <br /> 4 <br /> <br /> 5 <br /> <br /> 6 <br /> <br /> 7 <br /> <br /> 8 <br /> <br /> 9 <br /> <br /> 10 <br /> <br /> 11 <br /> <br /> 12 <br /> <br /> 13 <br /> <br /> 14 <br /> <br /> 15 <br /> <br /> 16 <br /> <br /> 17 <br /> <br /> 18 <br /> <br /> 19 <br /> <br />20 <br /> <br />21 <br /> <br />22 <br /> <br />23 <br /> <br />24 <br /> <br />25 <br /> <br />26 <br /> <br />27 <br /> <br /> ORDINANCE NO. 5472 <br /> <br /> AN ORDINANCE OF THE CITY OF RIVERSIDE, CALIFORNIA, EXTENDING <br /> THE INTERIM R-1-65 ZONE ESTABLISHED BY ORDINANCE NO. 5460 ON <br /> CERTAIN PROPERTY BOUNDED BY ORANGE STREET, F1RST STREET, <br /> HIGHWAY 91 AND HIGHWAY 60, TO NOVEMBER 24, 1987, PURSUANT TO <br /> GOVERNMENT CODE SECTION 65858 TO PROTECT THE PUBLIC HEALTH, <br /> SAFETY AND WELFARE; AND DECLARING THIS ORDINANCE TO BE AN <br /> URGENCY MEASURE. <br /> <br /> WHEREAS, the Planning Department of the City of Riverside is studying the rezoning of <br /> that area currently zoned R-2 (duplexes) and R-3 (apartments) bounded by Orange Street on the west, <br /> First Street on the south, Highway 91 on the east, and Highway 60 and Russell Street on the North, to <br /> R-1-65 (single family residential); and <br /> <br /> WHEREAS, the study has not yet been completed; and <br /> <br /> WHEREAS, the City Council of thc City of Riverside found that the existence of duplexes <br /> and apartments in a single family residential area is a current and immediate threat to the public health, <br /> safety and welfare based on significant negative compatibility problems such as increased automobile <br /> traffic and negative aesthetic impacts often associated with nmlti-family residences; and <br /> <br /> WHEREAS, on November 25, 1986, the City Council adopted Ordinance No. 5460 <br />cstablishing as an interim R-1-65 zone for those properties located in the R-2 and R-3 Zones and located <br />in an area within the City of Riverside bounded by Orange Street on the west, First Street on the south, <br />Highway 91 on the east, and Highway 60 and Russell Street on the north, for a period of 45 days <br />pursuant to Section 65858 of the Government Code of the State of California, which interim R-1-25 <br />zone was declared to be necessary as an urgency measure for preserving thc public peace, health, safety <br />and welfare and an urgency measure to be effective immediately upon adoption; and <br /> <br /> WHEREAS, Section 65858 provides that an interim ordinance may be extended for 10 <br />months and 15 days after notice is given pursuant to Section 65090 of the Government Code and after <br />a public hearing; and <br /> <br /> WHEREAS, Section 65858 further provides that ten days prior to the expiration of an interim <br />ordinance or any extension, the legislative body shall issue a written report describing the measures <br /> <br />taken to alleviate the conditions which led to the adoption of the ordinance; and <br /> Note: Ronald O.
