ZING TilE EXECUTION OF TilE <br />APPLICATION AlW G1UlNT AWARD CONTRACT. <br /> <br />3 <br />4 <br /> <br />5 <br />6 <br /> <br />7 <br /> <br />8 <br /> <br />9 <br /> <br />WHEREAS a program to extend library services to senior <br /> <br />citizens has been established, which program has been designated <br /> <br />as ORIFLI\M~lli (Older Residents Involved From Library Activity <br /> <br />in Mass Media Experience); and <br /> <br />10 <br /> <br />WHEREAS it is the objective of ORIFLAMME to identify <br /> <br />11 older citizens not now being serviced by libraries and to intro- <br /> <br />12 duce them to library services; to offer direct service to <br /> <br />13 homebound or institutionalized senior citizens through a mail <br /> <br />14 service of books, pictures, recorded materials and other means; <br /> <br />15 to be-come a (.."OnuTIuni ty resource for information on the problems <br /> <br /> <br />16 of aging and the interests of older people; to train older <br /> <br />17 people as volunteers to work in public libraries; to hire as <br />18 staff, whenever possible, people over 60 years of age; and to <br /> <br />19 extend library services to older people as a special function; and <br /> <br />20 ffilEREAS during 1973-1974 the ORIFLAMME project was <br /> <br />21 funded in a three-county area under the provisions of Title III <br /> <br />22 of the Older Americans Act of 1965, as amended (42 USC 3021 et seq.); <br /> <br />23 and <br /> <br />24 WIIEREAS during 1974-1975 the program was renewed under <br /> <br />25 the Library Services and Construction Act, as amended (20 USC <br />26 351 et seq.) administered by the California State Library; and <br /> <br />27 \~IIEREAS the City of Riverside through the Riverside City <br /> <br />28 and County Free Library System is desirous of continuing the <br /> <br />29 ORIFLAMME project for 1975-1976 through funding f<.om the <br /> <br />30 Riverside County Office on Aging and through the provision of <br /> <br />31 in-kind matching funds; <br /> <br />32 NO\~, THEREFORE, BE IT RESOLVED by the City Council of <br />
