2 <br />4 <br /> <br />6 <br />7 <br /> <br /> RESOLUTION NO. 14604 <br /> <br />A RESOLUTION OF THE CITY COUNCIL OF THE CiTY OF <br />RIVERSIDE, CALIFORNIA, AUTHORIZING WAIVER OF <br />FORM3%L BIDDING AS REQUIRED BY P~SOLUTION NO. 12231, <br />AS ~34ENDED, AND WAIVI~IG THE FORMAL CONSDLTANT <br />SELECTION PROCESS TO PERMIT A CONTRACT TO BE AWARDED <br />TO MUNICIPAL RESOURCE CONSULTANTS FOR CONDUCTING <br />A PROPOSED SALES TAX ANALYSIS AND AUDIT OF SALES <br />TAX REVENUE DISTRIBUTED TO CITIES. <br /> <br /> WHEREAS Municipal Resource Consultants offer a unique <br />auditing service to cities which will identify and recover <br />sales tax income that is currently unreallzcd due to distribution <br />errors; and <br /> <br /> WHEREAS Municipal Resource Consultants appear to be <br /> <br />a sole source provider who will provide said service on a con- <br />tingency fee basis at no additional budgeted cost to the City; and <br /> <br /> WHEREAS the potential recovery averages 5% of total sales <br />tax revenues which, if realized, would approximate $600,000 per <br />year on a continuing basis; and <br /> <br /> ?~EREAS the audits performed by the State Board of <br />Equalization to ensure that the proper sales tax is collected <br />and remitted to the State are not sufficient due to lack of <br />staff and the resulting inability to concentrate on "point of <br />sale" distribution; and <br /> <br /> WHEREAS distribution errors can go undetected and cause sales <br />tax revenue to be distributed to the wrong city; and <br /> <br /> W}{EREAS Municipal Resource Consultants will identif~ <br /> <br />and correct point ~f sale distribution errors and thereby generate <br />new sales tax income for the City for a f~e equal to 20% of new <br />sales tax income recovered during the first four quarters <br />following the audit, but not to exceed $120,000; <br /> <br /> NOW, THEREFORE, BE IT ~{SOLVED by the City Council of <br /> <br />the City of Riverside that the formal consultant selection process <br />as established by Administrativ~ Manual Policy Nos. II-4 and II-5 <br />dated August 1981 be waived and that a contract for conducting <br /> <br /> <br />
