4 <br /> <br /> 9 <br /> <br />20 <br /> <br />22 <br />23 <br />24 <br />25 <br />26 <br />27 <br /> <br /> 29 <br /> <br /> RESOLUTION NO. 14300 <br /> <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF <br />RIVEESIDE, CALIFORNIA, SUPPORTING THE PASSAGE OF <br />SENATE BILL 33 RELATING TO VEd{ICLE INSPECTION <br />AND MAINTENANCE. <br /> <br /> WHEREAS, tile City of Riverside is a local gover~u~ent <br />agency exercising governmental funct{ons in fhe South Coast <br />Air Basin; and <br /> <br /> WHEREAS, th~ South Coast Air Basin is generally <br />acknowledged to have a severe air pollution problem and does <br />not meet the national ambient air quality standards for <br />o~one, carbon monoxide and nitrogen dioxide; and <br /> <br /> WHEREAS, it is acknowledged Ehat motor vebicles are a <br />major source of such air pollution; and <br /> <br /> WHEREAS, motor vehicle inspection and maintenanc~ ~s <br />the single most effective action fhat can be taken to reduce <br />air pollution emissions with an expected 20%-25% reduction in <br />vehicle emissions; and <br /> <br /> ~{EREAS, the South Coast Air Quality Management District, <br />fhe Bay Area Air Quality Management District, and the air <br />pollution control districts of Fresno, Monterey, Sacramento, <br />and Ventura Counties have jointly developed an effective and <br />flexible program for annual vehicle inspection and maintenance <br />that can achieve the air pollution reductions described above <br />while providing maximum convenience to the mofor~st at reasonable <br />cost; and <br /> <br /> W}{EI~AS, such program has been submitted to the stake <br />legislature by Senator Robert Presley (D-Riverside) as Senate <br />Bill 33; <br /> <br /> NOW, THEREFOP~E, BE IT RESOLVEI) that the City of Riverside <br />does hereby support and urge thc passage of Senate Bill 33 as <br />a means of providing a definite air quality bene£it to the <br />citizens of this air basin. <br /> <br /> <br />
