AGENDA 4-25-05 <br />City/County Arroyo-Watershed Committee Subcommittee Meeting with John Roth: <br />Review County Map Approval Process and Recent Tract Maps of Concern <br />April 25, 2005 at Riverside Land Conservancy Office <br /> <br />Attendance: Robert Caliva, Gail Egenes, Jane Block, Arlee Montalvo, Shelli Lamb, Wendy <br />Eads, Frank Heyming, Lee Cussins, Debbie Walsh, and John Roth from County Planning <br />Commission <br /> <br />Introductions and Purpose of Meeting: <br /> <br />To introduce Mr. Roth to our committee’s concern about arroyos, protection of the watershed, <br />open space management and how to better facilitate our involvement in the review process for <br />maps that are positioned along arroyos (such as that by the ION Communities). <br /> <br />Discussion examined many arroyo issues, including septic systems, lot size stand ards, our <br />jurisdictional boundaries. <br /> <br />John said we need to provide a map with our jurisdictional boundaries. Lee volunteered to <br />contact clerks and county staff to start this process. We need a map to be approved by City and <br />County so that we can be included in planning and review process. <br /> <br />Arlee and Lee will work to get arroyos added to City “Arroyos of Riverside” map and to get <br />arroyos mapped in county. <br /> <br />Discussion of easements and appropriate conditions of approval. We need to require that a fee to <br />fund management of conservation easements be conditioned. Possibly endowments. <br /> <br />John explained that in the County, the Land Development Committee is the first place where <br />maps are examined. A copy goes to the Planning Commissioners. The maps are then revised <br />and submitting to PC for approval process. <br /> <br />We need to draft a sample condition of approval and have the Bob Johnson and planning staff <br />examine it for agreement with County regulations, and then incorporate into process. <br /> <br />Sierra System: Standard conditions of approval. Get this step done. Frank Heyming (RLC) and <br />Shelli Lamb (RCD) will work on boiler plate language. <br /> <br />Initial Study is required for most projects. <br /> <br />John noted that the Commission sees very little comment from the Santa Ana Regional Water <br />Quality Board. This may be due to time constraints, but also because the planning process is <br />segmented. Horse keeping is still being approved in arroyos despite problem with <br />cliptosporidium. Environmental Health looks at septic system placement. <br /> <br />Frank—we need education process. We may prepare a presentation for staff, commissioners, <br />BIA <br /> 1 <br />
