The City Council <br />has not controlled growth, but has adopted policies that allow <br />costly urban sprawl. New development does ll21 pay its way. <br />Waxes from established neighborhoods must be used to subsidize <br />new development while city servicew deteriorate. Without <br />Proposition ttR", the council policies will continue to: <br /> <br />- Destroy prime agricultural land. <br />- Increase taxes to pay for new development ($66 million <br />for the Arlington Heights greenbelt alone). <br />- Force a multimillion dollar addition to the sewage plant. <br />- Raise taxes to pay for new schools, wider streets and <br />more city services for hillside subdivisions. <br />- Increase traffic, noise and smog - all of which discourage <br />new industries from locating in Riverside. <br />- Destroy the beauty of our orange groves, hillsides, <br />arroyos and Victoria Avenue. <br /> <br />tf.Tv Gl.i~K' <br /> <br />Instead of continuing to subsidize out-of-town developers, <br />our Taxpayers Initiative, Proposition "Rltt will: <br /> <br />- Control growth by encouraging development of affordable <br />housing on the 11,000 acres of vacant residential <br />land where services are already available. <br />- Save taxpayers the expense of extending services to the <br />hillsides and agricultural land. <br />- Continue to keep Riverside a good place to live and work, <br />which encourages new industries to locate here, <br />bringing jobs. <br />- Stop the bulldozing of h~llsides, the destruction of <br />watershed, and the corlstruction of costly flood control <br />projects. <br />- Prevent overcrowding of our schools. <br />Preserve the citrus industry, which employs many people <br />and pays taxes to ease the burden on the rest of us. <br /> <br />Vote YES on ttRtt - a reasonable way to stop paying for costly <br />urban sprawl. Vote YES on ttR" - a responsible way to save <br />Riverside's irreplaceable natural resources, its groves, watershed, <br />hillsides, arroyos and the scenic beauty of Victoria Avenue. <br />
