WHEREAS the City Council finds and determines that the amendment to Section 5 of the Taxpayers' Initiative Ordinance to Reduce Costly Urban Sprawl by Preserving Riverside's Citrus and Agricultural Lands, Its Unique Hills, Arroyos, and Victoria Avenue (Measure R) as herein provided furthers the purposes of the initiative ordinance by providing certain non-conforming rights for existing commercial and industrial buildings as well as residential dwellings, and WHEREAS the City Council finds and determines that it can be seen with certainty that there is no possibility that the provision of such non-conforming rights for existing buildings may have a significant effect on the environment; NOW, THEREFORE, the City Council of the City of Riverside does ordain as follows: Section 1: Section 5 of the Taxpayers' Initiative Ordinance to Reduce Costly Urban Sprawl By Preserving Riverside's Citrus and Agricultural Lands, Its Unique Hills, Arroyos, and Victoria Avenue (Measure R) is hereby amended to read as follows: "Section S. The zoning standards and requirements of this ordinance shall not apply to any buildings exist- ing prior to or under construction on the date of the enactMent of this ordinance or to the restoration or rehabilitation of or to any additions to such buildings provided that the use, restoration, rehabilitation or additions shall conform to the zoning in existence immediately prior to the effective date of this ordinance." Section 2: The City Clerk shall certify to the adoption of this ordinance and cause it to be p.ublished once in The Press. This ordinance shall become effective on the 30th day after the .
