<br />15 <br />16 <br /> <br />17 <br />18 <br /> <br />19 <br />20 <br /> <br />21 <br /> <br />22 <br /> <br />23 <br />24 <br /> <br />25 <br />26 <br /> <br />27 <br />28 <br /> <br />29 <br />30 <br />31 <br />32 <br /> <br />CITY ATTORNIY <br />RIVIAalDI <br />CALI'ORNIA <br /> <br />1 persons, including the elderly, blind, handicapped and disabled, <br /> <br />2 financed in whole or in part by the federal government or a <br /> <br />3 state public body; and one measure to adopt an initiative <br /> <br />4 ordinance for the City of Riverside: and for the purpose of <br /> <br />5 electing four members of the City Council of the City of Riverside. <br /> <br />6 Section 3: That the whole number of votes cast in said <br /> <br />7 <br />8 <br /> <br />City Election (except absent voter ballots) was <br /> <br />32,046 <br /> <br />That the whole number of absent voter ballots cast in <br /> <br />9 <br /> <br />said City election was <br /> <br />1,596 <br /> <br />, making a total of <br /> <br />33,642 <br /> <br />10 votes cast in said City election. <br /> <br />11 <br /> <br />Section 4: That at said consolidated General and Special <br /> <br />12 <br /> <br />Municipal Election the following analysis of the proposal to <br /> <br />13 <br />14 <br /> <br />approve the development, construction or acquisition of low-rent <br /> <br />housing projects in the City of Riverside for low-income persons, <br /> <br />including the elderly, blind, handicapped and disabled, financed <br /> <br />in whole or in part by the federal government or a state public <br /> <br />body, was submitted to the electors: <br /> <br />PROPOSED MEASURE C <br /> <br />.. The State Constitution provides that before the <br />State or local government can develop, construct, or <br />acquire a low-rent housing project, an election is <br />to be held in the locality where the project is to <br />be located. A low-rent housing project is defined <br />to be a government aided development composed of <br />apartments or other living accommodations for persons <br />or families who do not have enough income to live <br />in decent, safe, uncrowded and sanitary homes. This <br />proposition would allow the development, construction <br />or acquisition of low-renting housing projects not to <br />exceed more than 3% of the total housing in the City <br />of Riverside as determined in the. 1980 Census. <br /> <br />This measure does not approve, authorize or <br />require the expenditure of any public funds: but <br />satisfies the requirement of voter approval as to any <br />project falling within the limitation of Article XXXIV <br />of the California Constitution." <br /> <br />That at said consolidated General and Special Municipal <br /> <br />Election the following proposed Initiative Ordinance was submitted <br /> <br />to the electors: <br /> <br />/ <br /> <br />/ <br /> <br />/ <br /> <br />-2- <br />
