3. Further public hearings: The Legal Department advises that certain zoning and related subdivision ordinance text changes required by Proposition R ~ust, under established city rules and regulations, be subject to the public hearing process at both the Planning Commission and City Council levels prior to formal adoption. Needed changes would include the development and certification of a new RA-5 (5 acre) Zone as well as the redrafting of the existing RC Zone to include the new 2 acre and 5 acre provisions. It should be noted that further deJ:ailed analysis of Proposition ::\ and experience working with its provisions may require additional Council ac~ion during the next several months. RECOMMENDATION That the City Council: 1. Approve the overlay zone concept for implementing the new and expanded RC Zone provisions and direct the Legal Department to prepare necessary ordinances establishing RC Zone overlay areas. 2. Approve the formula as shown in Attachment II for determining average natural slope and direct the Legal Department to prepare appropriate implementation ordinances and resolutions to include requirements for submittal of slope computations by applicants. 3. Direct the Planning and Legal Departments to prepare necessary zoning and related subdivision ordinance changes to include a new RA-5 Zone and a new and expanded RC Zone for consideration by the Planning Commission at a required public hearing. The Legal Department advises that approval 'of items 1 and 2 above should be viewed as initial measures necessary to implement Proposition ,R until these and other techniques are more fully developed through the public hearing process identified in item 3.
