Further public hearings: The Legal Department advises that certain zoning <br />and related subdivision ordinance text changes required by Proposition R <br />~ust, under established city rules and regulations, be subject to the <br />public hearing process at both the Planning Commission and City Council <br />levels prior to formal adoption. Needed changes would include the <br />development and certification of a new RA-5 (5 acre) Zone as well as the <br />redrafting of the existing RC Zone to include the new 2 acre and 5 acre <br />provisions. <br /> <br />It should be noted that further deJ:ailed analysis of Proposition ::\ and <br />experience working with its provisions may require additional Council ac~ion <br />during the next several months. <br /> <br />RECOMMENDATION <br /> <br />That the City Council: <br /> <br />1. Approve the overlay zone concept for implementing the new and <br />expanded RC Zone provisions and direct the Legal Department to <br />prepare necessary ordinances establishing RC Zone overlay areas. <br /> <br />2. Approve the formula as shown in Attachment II for determining average <br />natural slope and direct the Legal Department to prepare appropriate <br />implementation ordinances and resolutions to include requirements for <br />submittal of slope computations by applicants. <br /> <br />3.
