CITY COUNCIL AND REDEVELOPMENT AGENCY MINUTES TUESDAY, DECEMBER 4, 2007, 3 P.M. ART PICK COUNCIL CHAMBER CITY HALL 3900 MAIN STREET Roll Call: In the absence of Mayor Loveridge, Mayor Pro Tempore Adkison called the meeting to order at 3 p.m. CITY COUNCIL/REDEVELOPMENT AGENCY PUBLIC HEARINGS/PLANNING REFERRALS AND APPEALS CASE P07-0297 - ZONING CODE - WIRELESS COMMUNICATIONS FACILITIES - CONTINUED OFF-CALENDAR Further hearing was called on the proposal of the City of Riverside to amend Title 19 of the Riverside Municipal Code as it pertains to wireless communications facilities to (1) comply with Senate Bill 1627; and (2) establish development and locational standards that would ensure wireless communications facilities of high quality design. No one was present wishing to speak on the matter. Following discussion, the City Council continued the matter off-calendar. DISCUSSION CALENDAR ELECTRIC RATE PLAN - RESOLUTION Following discussion of the Board of Public Utility three-year Electric Rate Plan, the City Council (1) adopted a resolution approving the Public Utility Board's three-year Electric Rate Plan establishing electric rates as outlined in the written staff report, to fund system improvements including internal generation, a second interconnection with the state's transmission grid, and replacement of expiring contracts; (2) approved waiving the proposed monthly reliability charge of the proposed Electric Utility Rate Plan for qualified low-income senior and low-income disabled residential customers as outlined in the written staff report; (3) authorized the Public Utilities General Manager to approve granting increased public benefit electric conservation rebates up to 100 percent of cost for such qualifying low-income senior and low-income disabled residential customers, based upon available funds, and (4) approved non-renewal of all customer electric service contracts (other than those for service at 69 kV) that are currently under transition agreements, as outlined in the written staff report, and return those customers to their otherwise applicable rate tariff no later than December 31, 2009, as the current transition extension agreements expire, and authorized the City Manager, or his designee, to execute all necessary documents for such termination; whereupon, the title having been read and further reading waived, Resolution No. 21554 of the City Council of 93-185 WARDS Present Motion Second All Ayes COUNCIL/AGENCY MEMBERS B M G S A H A E E A C 0 A 0 T L G H K R A R E E I I T M 0 N A S S 0 v 0 R 0 N E N Z E 1 2 3 4 5 6 7 x X X X X X X X X
