<br /> <br />CITY COUNCIL <br />AND <br />REDEVELOPMENT AGENCY <br />MINUTES <br />TUESDAY, DECEMBER 4, 2007, 3 P.M. <br />ART PICK COUNCIL CHAMBER <br />CITY HALL <br />3900 MAIN STREET <br /> <br />Roll Call: <br /> <br />In the absence of Mayor Loveridge, Mayor Pro Tempore Adkison called the <br />meeting to order at 3 p.m. <br /> <br />CITY COUNCIL/REDEVELOPMENT AGENCY <br /> <br />PUBLIC HEARINGS/PLANNING REFERRALS AND APPEALS <br /> <br />CASE P07-0297 - ZONING CODE - WIRELESS COMMUNICATIONS <br />FACILITIES - CONTINUED OFF-CALENDAR <br />Further hearing was called on the proposal of the City of Riverside to amend <br />Title 19 of the Riverside Municipal Code as it pertains to wireless <br />communications facilities to (1) comply with Senate Bill 1627; and <br />(2) establish development and locational standards that would ensure <br />wireless communications facilities of high quality design. No one was present <br />wishing to speak on the matter. Following discussion, the City Council <br />continued the matter off-calendar. <br /> <br />DISCUSSION CALENDAR <br /> <br />ELECTRIC RATE PLAN - RESOLUTION <br />Following discussion of the Board of Public Utility three-year Electric Rate <br />Plan, the City Council (1) adopted a resolution approving the Public Utility <br />Board's three-year Electric Rate Plan establishing electric rates as outlined in <br />the written staff report, to fund system improvements including internal <br />generation, a second interconnection with the state's transmission grid, and <br />replacement of expiring contracts; (2) approved waiving the proposed <br />monthly reliability charge of the proposed Electric Utility Rate Plan for <br />qualified low-income senior and low-income disabled residential customers <br />as outlined in the written staff report; (3) authorized the Public Utilities <br />General Manager to approve granting increased public benefit electric <br />conservation rebates up to 100 percent of cost for such qualifying low-income <br />senior and low-income disabled residential customers, based upon available <br />funds, and (4) approved non-renewal of all customer electric service <br />contracts (other than those for service at 69 kV) that are currently under <br />transition agreements, as outlined in the written staff report, and return <br />those customers to their otherwise applicable rate tariff no later than <br />December 31, 2009, as the current transition extension agreements expire, <br />and authorized the City Manager, or his designee, to execute all necessary <br />documents for such termination; whereupon, the title having been read and <br />further reading waived, Resolution No. 21554 of the City Council of <br /> <br />93-185 <br /> <br />WARDS <br /> <br />Present <br /> <br />Motion <br />Second <br />All Ayes <br /> <br />COUNCIL/AGENCY <br /> MEMBERS <br />B M G S A H A <br />E E A C 0 A 0 <br />T L G H K R A <br />R E E I I T M <br />0 N A S S <br /> 0 v 0 <br /> R 0 N <br /> E N <br /> Z E <br /> <br />1 2 3 4 5 6 7 <br /> <br />x X X X X X X <br /> <br />X <br /> <br />X <br />
