<br /> <br />CITY COUNCIL <br />AND <br />REDEVELOPMENT AGENCY <br />MINUTES <br />TUESDAY, NOVEMBER 27,2007,3 P.M. <br />ART PICK COUNCIL CHAMBER <br />CITY HALL <br />3900 MAIN STREET <br /> <br />Roll Call: <br /> <br />Mayor Loveridge called the meeting to order at 3 p.m. <br /> <br />CITY COUNCIL/REDEVELOPMENT AGENCY <br /> <br />PUBLIC HEARINGS/PLANNING REFERRALS AND APPEALS <br /> <br />RIVERSIDE RENAISSANCE - HUNTER COMMUNITY PARK MASTER <br />PLAN AND ENVIRONMENTAL REVIEW - 1400 IOWA - CONTINUED OFF- <br />CALENDAR <br />Environmental review for public improvements for the Hunter Community <br />Park Master Plan located at 1400 Iowa Avenue was continued off-calendar. <br /> <br />RIVERSIDE RENAISSANCE LA SIERRA SENIOR CENTER <br />ENVIRONMENTAL REVIEW - GRAMERCY/LA SIERRA <br />Hearing was called to approve an environmental review of the La Sierra <br />Senior Center consisting of a 13,787 -square-foot building and parking lot, <br />drop off area, visitor entrance, computer training and billiards room, arts and <br />crafts patio, fitness center, dining hall, kitchen, library/reading room, and <br />administrative offices located easterly of the existing La Sierra Community <br />Center at 5215 La Sierra Avenue and near the intersection of Gramercy <br />Place and La Sierra Avenue. No one was present wishing to speak on the <br />matter. Following discussion, the City Council determined that the proposed <br />project would not have a significant effect on the environment based upon the <br />findings and mitigation measures set forth in the case record and adopted a <br />Mitigated Negative Declaration and Mitigation Monitoring Plan for the <br />La Sierra Senior Center. <br /> <br />Councilmember Melendrez disqualified himself from participation in the <br />following item and left the dais as he owns property in the Riverside <br />Downtown Parking and Business Improvement Area. <br /> <br />RIVERSIDE DOWNTOWN PARKING AND BUSINESS IMPROVEMENT <br />AREA - 2008 ANNUAL ASSESSMENT - RESOLUTION <br />Hearing was called to consider comments from the public and submittal of a <br />resolution to levy the annual assessment for calendar year 2008 of the <br />Riverside Downtown Parking and Business Improvement Area (RDPBIA). <br />Five people spoke on the matter. One written and one oral protest were <br />presented.
