<br /> <br />CITY COUNCIL <br />AND <br />REDEVELOPMENT AGENCY <br />MINUTES <br />TUESDAY, JULY 24,2007,2 P.M. <br />ART PICK COUNCIL CHAMBER <br />CITY HALL <br />3900 MAIN STREET <br /> <br />Roll Call: <br /> <br />Mayor Loveridge called the meeting to order at 2 p.m. <br /> <br />REDEVELOPMENT AGENCY <br /> <br />ORAL COMMUNICATIONS FROM THE AUDIENCE <br />Karen Renfroe spoke regarding Redevelopment Project Areas and <br />Constitutional rights. Mike Gardner requested continuation of the agenda <br />item regarding the relocation of 2791 University Avenue. Karen Wright spoke <br />regarding the relocation of 2791 University Avenue, Case P07-0720 <br />regarding limiting crowing roosters in Zones RA and RC, Fairmount Park, <br />Merrill Avenue closure, the Consent Calendar, and housing. <br /> <br />AGENCY CONSENT CALENDAR <br />The following item was approved by one motion affirming the action <br />appropriate to the item. <br /> <br />RELOCATION AND REHABILITATION 2791 UNIVERSITY TO <br />5410 MAGNOLIA - FUNDS TRANSFER <br />The Redevelopment Agency (1) found the expenditure of housing funds in <br />connection with the specified affordable single-family housing project to be a <br />benefit to the Downtown/Airport Merged Redevelopment Project Area and <br />shall increase, improve, and preserve the community's supply of low- and <br />moderate-income housing; and (2) authorized a transfer of $260,000 from <br />Downtown Affordable Homeownership Account 9782300-440446 to <br />5410 Magnolia Avenue SF Project Account 9811000-440446 for the <br />relocation and rehabilitation of the residential structure located at <br />2791 University Avenue to the Agency-owned property located at <br />5410 Magnolia Avenue. <br /> <br />CITY COUNCIL <br /> <br />CLOSED SESSIONS - CONTINUED IN PART TO LATER IN THE DAY <br /> <br />The Redevelopment Agency recessed to the City Council Board Room for <br />closed sessions pursuant to Government Code (1) S54956.8 to instruct the <br />Agency's Negotiator, Bradley J. Hudson, regarding price and terms of <br />payment for the purchase, sale, exchange, or lease of 4015 Vine Street, <br />APN 215-152-017 by Steelworks, LLC, Alan Mruvka, Negotiator; and <br />(2) S54956.9(a) to confer with and/or receive advice from legal counsel <br />concerning Redevelopment Agency of the City of Riverside v.
